Served as Independent Consultant assisting with AmeriCorps mission of improving lives, strengthening communities, and fostering civic engagement through service and volunteering across the United States. Developed resilient communities in the key areas of Education, Disaster Services, Healthy Futures, Economic Opportunities, Environmental Stewardship, and providing assistance to Military and Veterans.• Designed and executed recruiting strategies for AmeriCorps, National Civilian Community Corps focusing on minority populations collaborating with over 500 colleges/universities in support of employment and educational programs.• Provided quantitative/qualitative analysis of national recruiting activities resulting in lead generation/success rates. • Relentlessly engaged with Centers of Influence offering a suite of economically enhancing programs for young adults.

Served as Principal Advisor to the Director and the Chief of the National Guard Bureau (NGB) on personnel matters and national policy. Leveraging deep manpower and NGB experience, I provide the Department of Defense macro and micro views of the status of Guard members to ensure appropriate use and reveal any gaps. In an audit function, I ensure accurate, fairly reported numbers are conveyed to Congress, the Joint Chiefs of Staff, and the President to facilitate high-stakes decision-making.

In this role, I deployed the strategic vision, operational priorities, budgeting, and execution for 15+ programs and activities in support of 900K service members and their families. I integrated human resources, operations, and training expertise to execute programs such as quality childcare for active-duty installations across the country. I maintained critical, timely accounting of needs and financial output, as well as internal reviews of program efficacy to create continuous improvements.* Allocated a $350M force readiness budget across an array of family and child/youth support services and health/career readiness programs. Led an immediate staff of 60 active duty members, civilians, and contractors. * Planned and facilitated an $18.6M enterprise software system – the Mission Analysis Readiness Resource Synchronization project – as the National Guard Bureau’s largest metric-driven data consolidation program to date. Developed data performance systems to improve organizational readiness.* Led the Funeral Honors and Mission Analysis Readiness Resource Synchronization reform, creating cost-saving efficiencies. * Led a multi-disciplinary team comprised of Air and Army National Guard personnel that consolidated three organizations into one supporting the National Defense Strategy.* Led a joint team in the National Guard Coordination Center coordinating COVID-19 response activities with federal agency

With passion for the Guard mission and expertise using and developing tools to produce soldiers, I was hand-selected to oversee the Recruiting and Retention enterprise across 54 states and territories. As a stabilizing force, I grew all elements of the $500M practice and significantly bolstered recruiting results through targeted communication, technology transformation, and branding efforts. * Led one of the largest accession improvement missions in history with a 14% overall annual gain, supporting national security in a favorable economy. * Increased accession to the highest level in four years, with nearly 250K additional leads that turned into 4K+ accessions in 2019. * Managed 54 battalion commanders responsible for the strength maintenance and support of 343K soldiers nationwide. Helped leaders navigate troops through tough social/emotional issues and life challenges. * Developed/implemented centralized training facility, doubling recruiter throughput to states.* Revamped technology used for recruiting, building requirements and migrating to a new environment that allowed for smart, data-driven recruiting outreach. * Led and created a new Army National Guard brand campaign, using all platforms to reach 1M+ households. Collaborating with an advertising firm to distinguish the Guard as a separate entity while retaining Army connection, created a clean brand with clear individual state identification. * Initiated the Marine2Guard program; partnered with the USMC to provide 1K Marines employment in their hometowns. * Developed new national policy initiatives, increasing efficiencies and shaping the future recruiting force.

In this position I enhanced the brand awareness of the National Guard and Reserve Components through the organization that connects employers and service members and facilitates the recognition of both. I deployed creative strategies, such as taking employers to training events or ship tours to help them visualize how their commitment to employees plays out in the military workplace. * Inserted Uniformed Services Employment and Reemployment Rights Act (USERRA) training blocks into recruiting training tools, allowing recruiters to share directly the protections of the USERRA in enabling both civilian work and government service. * Trained 500+ employers and service members in promoting symbiotic work environments for an operational force through outreach, recognition and educational opportunities.* Led recruiting and retention efforts for a network of 4.6K volunteers tasked with helping employers see the value in employing a Guard and Reserve component member. * Trained 160+ DoD Inspectors General on program relevancy and operational design.* Served on the Board of the Secretary of Defense Employer Support Freedom Award, the government’s highest recognition given to employers for employing reservists.* Synchronized Congressional issues with additional stakeholders, including governors, DoD, Department of Homeland Security, Department of Labor, and Department of Veterans Affairs.

Here I leveraged national-level lifecycle analysis and recruiting experience – as well as Washington connections -- to serve and fund the Florida Army National Guard and its priority programs. I managed the strength and integrity of the state’s 10K soldiers, advocating for critical funding and closely monitoring recruiting, attrition, and retention. I advised the Adjutant General in all strength related matters. * Exceeded recruiting and retention goals two consecutive years, deftly managing a dispersed organization across 68 locations, commanding 1,400 personnel and a $7M budget.* Developed the No. 1 social media program in the Army National Guard to attract and enhance recruitment of the 17 to 24 age demographic. Upgraded the use of Facebook for influence and direct connection to young adults, rising from 6th to 1st nationally in Facebook recruiting.* Ranked No. 1 in the Southeast and No. 5 nationally for the number of Basic Training honor graduates.* Partnered and leveraged the Florida Association of Broadcasters’ multi-media outreach.* Led the Florida National Guard through a drive-by shooting crisis that resulted in an accelerated vulnerability assessment and enhanced defensive measures of seven sites.* Awarded the Florida Distinguished Service Medal, the Florida Service Medal, the Florida Meritorious Service Ribbon, and the Florida Governor Citation.

In this role I synchronized the 1,200 personnel that sustain the National Guard in Washington, D.C., and across the country, facilitating all schedules and briefings with the NGB Chief, The White House, the Office of the Secretary of Defense, the Federal Emergency Management Agency, and interagency partners. I served as a principal assistant and trusted advisor in a fast-paced, highly sensitive environment.* Produced preparatory guidance and attention to detail for 1,200 strategic engagements annually.* Led small groups in developing and implementing policy-shaping future National Guard decisions. * Provided situational and outcome analysis and sound recommendations to support NGB Chief.

In a role providing deep cultural exposure, I coordinated with four directorates to generate and sustain an Afghan Army and Afghan Police Force, a complex, $9.4M program executed amid dangerous, stressful confines and insider threats.* Deftly managed a staff of three processing nearly 650+ joint and coalition awards and 150+ evaluations, and scheduled 750+ strategic engagements.* From calendar to convoys, organized strategic meetings with high-level political personnel in Afghanistan.* Ensured the mental and physical readiness of the detachment/armed guards protecting a two-star general in hostile surroundings.* Led the integration and synchronization of requirements generation, acquisition, funding, construction, logistics, and contract management across the major activities of Infrastructure, Equipment, Training, and Sustainment.* Coordinated directly with Defense Contract Management Agency, U.S. Army Acquisition, Technology, and Logistics, and the Deputy Secretary of Defense to ensure milestones for integration into the President’s budget submission to Congress.* Facilitated Congressional delegation visits and participated in strategic engagements with the Government of the Islamic Republic Of Afghanistan Ministries of Defense and Finance.

Here I developed, implemented, and communicated the Army National Guard’s strategic vision, policies, and plans for providing ready forces for federal, state, and Homeland Security missions. I supervised 9 senior officers, enlisted soldiers, civilians, and contractors.* Developed a national public affairs campaign highlighting the National Guard’s value to employers, communities, families, and DoD.* Crafted a process to select, train and place high-potential officers in national leadership positions.* Implemented the first Strategic Initiatives Group, hosting eight Congressional information meetings and publishing six white papers on the National Guard’s roles and missions.* Established the first Army National Guard website to increase outreach and understanding of the National Guard.* Interacted with civilian think tanks, academia, industry, and Congress to advance the cause of the Army and Army National Guard. * Served as an information conduit between Congress and the states, facilitating conversations with program owners to meet needs and tackle state issues.
