Robert Franklin, MPA is an experienced leader in government, business, and financial operations, having spent over twenty-five years in local not-for-profit human services organizations and Monroe County government. Forward-looking, holistic planning that maps out the operating budget, the capital budget, and the financial statements has allowed Robert to eliminate budgetary one-shots, reduce the two-year forecasted deficit by 80%, and grow the fund balance from virtually nothing to more than 20% of general fund expenditures. The reward? Continued credit rating upgrades from each of the three major rating agencies – a total of eleven upgrades beginning in the summer of 2017.Robert has been a member of the Convention Center Board, Airport Authority Board, Planning Board, Ethics Board, Deferred Compensation Board, and the Public Safety Operating Practices Council.
