Responsible for ensuring AAHRPP’s Accreditation Standards are consistent with emerging trends, and laws, regulations and guidelines in the US and other countries. He helps organizations obtain and maintain accreditation; provides education for AAHRPP’s peer reviewers; and ensures the quality and consistency of AAHRPP’s peer review process.

Responsible for the human research protection program at the Florida Department of Health, including support for the Department's Institutional Review Boards. He led efforts to obtain accreditation of its human research protection program from the Association for Accreditation of Human Research Protection Programs, Inc. (AAHRPP), the first public health agency to do so. He administered the Academy of Research Excellence, which developed capacity in human research protections for researchers within the Department.

Developed a statewide system of cancer research and care, through peer reviewed research funding and the implementation of an accreditation program to recognize excellence in cancer care in Florida. Directed the James & Esther King Biomedical Research Program and the William Bankhead and David Coley Cancer Program. Provided staff support for the Biomedical Research Advisory Council in accordance with 381.922, F.S. Fostered and tracked local public health research initiatives. Encouraged and provided technical expertise to staff wishing to publish findings from research projects. Provided research and ethics expertise to CHDs participating in research projects. Assists the Ethics and Human Research Protections Program in accordance with all state, federal, and local regulations.

Responsible for overseeing the accreditation process for individual organizations, both in the United States and globally. This included reviewing applications, providing technical assistance, consultation and education, and supporting a Council on Accreditation. The accreditation process uses a voluntary, peer-driven, educational model to ensure that research ethics programs meet rigorous standards for quality and protection.

Served as the State Public Health Ethicist at the Florida Department of Health. Highlights of his accomplishments include obtaining accreditation for the human research protection program, including two institutional review board, at the Florida Department of Health, the first state health department to do so, from the Association for Accreditation of Human Research Protection Programs, Inc. (AAHRP). Also developed a public health ethics program at the Department to identify, analyze and resolve ethical issues in public health research and practice, through education and workforce development, consultation, and technical assistance, and managed a workgroup of bioethicists, which produced white papers and information about ethics that was included in the state of Florida's pandemic influenza emergency plan. The workgroup also produced academic publications, including an article in a leading journal in bioethics.

Associate Professor (tenured); developed and taught courses in environmental ethics, medical ethics, professional ethics, research ethics, as well as introductory classes such as introduction to philosophy, logic and critical thinking, and contemporary moral problems. Also developed and taught a study-abroad course on Buddhism in Burma (Myanmar) and Thailand, and the first course in gay studies at MTSU.
