Helping the Republic of Georgia harmonise their radio spectrum laws and policies to European norms as part of their EU accession process. Project funded by Georgia's National Communications Commission and the European Bank for Reconstruction & Development (EBRD).

East Africa

Researched and co-authored (with Simon Forge) a case study of the "One Network Area" for cellular roaming established by Kenya, Uganda, Rwanda and South Sudan. Downloadable from the ITU's website (link below), this study led the Summit of African Leaders to propose formation of a One Africa Network to reduce the cost of roaming throughout the continent.

The Open Spectrum Foundation was a non-profit research and educational project registered in the Netherlands which promoted awareness of "open spectrum" as a practical policy option in radio regulation, particularly in developing countries.

This was a blog and a column in the weekly "Wireless Government Report"

Helping the Soros Foundations support the emergence of private broadcasting in the former communist countries: evaluating grant applications and business plans, buying equipment for stations, picking frequencies and antenna sites, building studios, helping stations deal with hostile and corrupt regulators, etc.
