I was NBAA’s Director, Air Traffic Services & Infrastructure from August of 1999 through January 2017. I worked issues concerning air traffic services, airspace management, integration of small UAS/UAS into the NAS, the FAA/Industry Collaborative Decision Making process, various RTCA, and other industry work groups, and air traffic system modernization (NextGen), as these areas relate to business aviation. I coordinate all work with FAA, state and local aviation officials and NBAA members that relate to ATC, traffic flow management, and airspace design activities. In addition, I was responsible for policy coordination on these same issues with RTCA, FAA, Aviation Rule-making Committees (ARC) and other agencies as required. I provided leadership and supervision of the NBAA Air Traffic Services at the FAA Air Traffic Control System Command Center to include six full time NBAA employees. Most recently, I was the primary NBAA staff person responsible for drafting comments to the recently published small UAS Notice of Proposed Rule Making.
