My primary responsibilities include overseeing the Army Contracting Command's IT Governance process for all new IT requirements. I serve as a Project Manager for new IT requirements assigned to me. I consult with two divisions ensuring that they are tracking their service and project metrics and risks associated with their services and projects. My accomplishments include creating the Project Management Office Concept of Operations foundational documents and creating the IT Governance Service Plan and all associated charters establishing the requirements boards. Through my proactive management, IT Governance has enabled $552K in cost avoidance/savings for FY13.

Led 17 Program and Project managers overseeing over 35 projects and programs worth over $200M. Responsible for all communications, command and control, and computer (C4) requirements and transport, mission and sensor systems. Directed programmatic oversight of 370 command and control sensors and sites supporting the combined air and space operations center, air defense sectors and National Capital Region-Integrated Air Defense Systems operations. Supported and directed DSCA communications capability and monitored readiness of assigned and aligned joint task force. I also supported the Space Transport System (Space Shuttle) Missions as the lead Communications Officer from 2007 to 2011 (STS 135) for the Joint Task Force, Search and Rescue.

Directed all activities of Communications Operations Division for First Air Force Director of Communications. Led 25 technicians in supporting 400 personnel for all computer and IT related issues. Led team to monitor 81+ communications, command and control and computer systems and 2000+ circuits for the NORAD and CONR United States air defense mission. Oversaw tracking of communications systems at 370 CONR, Virgin Island and Puerto Rico air defense and counter-drug command and control locations NORAD. Conducted Defense Support to Civil Authorities and air operations.

Supervised 18 technicians supporting over 400 personnel. Directed all deployable communications operations in support of Defense Support to Civil Authorities mission. Responsible for all communications support for Joint Task Force Space Transport System (Space Shuttle) mission. Managed publications maintenance and generates/enforces all communications related policies for headquarters and subordinate units. Deployed as ground support coordination manager for full motion video during the 2007 Southern California wildfires disaster. Provided video capture and distribution for federal, state and local responders. Enabled on-scene fire chiefs live view of fire direction.

Responsible for planning, programming, and implementing communications, computer, and battle management systems for First Air Force (1 AF) at 10 fighter units, 3 NORAD air defense sectors, and the CONUS NORAD Region (CONR) combined air and space operations center (CAOC) supporting the Air Combat Command and NORAD air defense missions of air sovereignty, drug interdiction, and homeland defense. Reviewed engineering proposals for technical viability. Directly interfaced with associates at Headquarters NORAD, Canadian, and Alaska NORAD Regions in developing communications and computer system procedures. Oversaw $39M command and control system implementation, replacing outdated system, increasing radar coverage of the United States by 200%.

Led 82 technicians in the deployment, maintenance and operation of communications, command and control and computers (C4) systems including the Theater Battle Management Core System and Global Command and Control System. Responsible for the effective management of seven work centers providing system administration, network and information management, maintenance support and telecommunications systems for Headquarters 8 Air Force and Commander, Air Forces Computer Network Operations. Designed and integrated $40M worth of in-garrison and deployed combat-ready C4 systems. Sustained missions and exercises supporting Joint Chiefs of Staff, USJFCOM, USCENTCOM and allies.

Led 120 personnel from 10 diverse career fields in 14 production work centers and three staff functions supporting over $65M in communications-electronics equipment. Responsible for systems engineering, installation and sustainment of weather radar, air traffic control and landing systems (ATCALS), command and control communications systems, visual information and intrusion detection, land mobile radio, telephone, cable systems and the Air Expeditionary Communications Package supporting the 52 Fighter Wing, United States Air Forces, Europe and NATO missions. Directed maintenance activities for 23 geographically separated sites, including the Digital European backbone. Managed $450K budget.

Led the most critical element in the communications squadron. Directly responsible for 60 personnel in five work centers that span three Air Force career fields. Employed assets worth over $36M. Ensured reliable classified and unclassified basewide area network support to include official and unofficial messaging, base file servers, security, infrastructure and help desk customer services. Provided services for nearly 6,000 personnel located at Spangdahlem Air Base, four major geographically separated units and numerous smaller sites covering three European countries. Responsible for wide area network service when the Air Expeditionary Communications Package is deployed.

Led six elements consisting of over 58 military and local national civilian personnel spanning six technical disciplines, four facilities, and employing assets worth $1.55M. Oversaw operations of two Air Force post offices serving more than 13,500 Air Force and civilian patrons and processing over 4.2 million pounds of mail with $2.44M in stamp, money order and postal meter sales. Managed information management publishing section, supporting 5,000+ base and geographically separated unit personnel on administrative aspects of publications and forms. Directs all functions of the multimedia work center to include video teleconference, graphics, alert photography and combat armament delivery.

Directed operations of secure and non-secure local area networks and office automation support to the Directorate, including all phases of the Planning, Programming, and Budgeting System. Planned, coordinated, acquired, and integrated hardware and software upgrades to the LAN system and customer’s’ desktops. Provided direct and indirect support to over 300 Air Force Chief of Staff and Secretary of the Air Force personnel. Directed the flow of computer equipment and software in excess of $3M. Developed system requirements, technical solutions, and detailed implementation plans. Designed and implemented network server/administrator console/test bed workstation configurations. Executed budget of over $400K for Computer Systems Division.

Responsible for writing and maintaining computer programs to analyze flight test data for the B-2A operational test team. Supervised three computer programmers. Planned and provided all required computer training for 225 B-2A Bomber Combined Test Force personnel. Managed collection, evaluation, filing, and retrieval of the B-2A operational flight test data. Ensured independence of operational testing from contractor involvement and development testing. Responsible for the management and upgrade of the operational test team local area network. Ensured computer security in place to prevent unauthorized access to B-2A OT&E test data.
