• Administer regulatory compliance and technical operations counsel to airline clients.• Design, draft and author technical publication documents, including service level agreements, task cards, maintenance manuals, fleet campaign directives, and maintenance programs.• Counsel clients in the interpretation of Federal Aviation Administration (FAA) regulations, airworthiness Data Collection Tools (DCT) and the location of the elemental substantiation in their manual systems.• Organize, prepare and review aircraft maintenance records for aircraft lease returns, pre-purchase audits, and fleet transitions, including aircraft weight and balance documentation and calculations.

• Directly responsible for managing the CommutAir Technical Operations Quality Control Department and executing the duties of the position as prescribed in Title 14 of the Code of Federal Regulations Parts 119.65(a) and 119.67(d) and federally mandated company Operations Specifications.• Maintained overall responsibility for, and direct oversight of the Quality Control, Inspection, Maintenance Records, Technical Services, Quality Assurance, Standards and Compliance and Continuous Analysis and Surveillance System (CASS) Departments.• Advocated, supported, and promoted a Safety Management System (SMS) that identified safety risks and provided a safe working environment for all Technical Operations personnel.• Orchestrated Quality Control and Inspection activities, ensuring they were staffed accordingly for the repair, alteration, and modification of all aircraft, components, and equipment according to approved practices, manuals, and regulations while adhering to company policies, manufacturers’ specifications and government regulations, including aircraft conformity and type design.• Collaborated with regulatory authorities to ensure regulatory compliance with all Federal Aviation Administration regulations, airworthiness directives (ADs), emergency airworthiness directives (EADs), aging aircraft inspections, and all applicable policies and procedures.• Authored company manuals and was accountable for maintenance manual development, technical writing, regulatory compliance, and FAA Data Collection Tools (DCT’s) as they pertain to normal operations, aircraft acquisitions, and the certification and addition of a new fleet type to the airline operating certificate.• Coordinated the Maintenance, Quality Assurance, and Quality Control segments of IATA Operational Safety Audits (IOSA) and Department of Defense (DoD) audits and was the point of contact to the IOSA and DoD auditors.

• Oversaw the daily activities of maintenance base and line station inspection personnel in Albany, NY, Newark, NJ, Boston, MA, Washington Dulles, VA and LaGuardia, NY to ensure that company aircraft were maintained in an airworthy condition as prescribed by CFR's, company manuals, operation specifications and manufacturers' manuals.• Administered Required Inspection Items (RII), Parts Receiving, and aircraft run taxi training to maintenance personnel and upheld quality standards for all inspection requirements and parts and materials used to maintain company aircraft.• Ensured that all tools and test equipment that require periodic inspection or calibration were calibrated and serviceable.• Verified each inspection assigned was performed in accordance with the requirements of company manuals and that appropriate and current data was utilized.• Audited all associated and required documentation for all maintenance work performed or inspections conducted, for adequacy, correctness, and completion.• Appointed as the program manager for new aircraft acquisitions, including writing, designing, and implementing inspection criteria, delivery procedures and conformity inspections required for the delivery of Colgan Air’s fleet of Bombardier Q400 aircraft.• Maintained sound working relationships with regulatory authorities, aircraft manufacturers, and suppliers.• Assigned by the NTSB to be a member of the Aircraft Systems Group for the NTSB accident investigation team for the Continental Flight 3407 accident.
