The Louisiana Public Health Institute (LPHI) is a statewide organization serving as partner and convener to improve population-level health outcomes. LPHI coordinates and manages public health programs and initiatives in the areas of health systems development and community health improvement, and provides an array of services that help meet the needs of local and national partner organizations. LPHI brings together experts from different fields to develop innovative approaches to address the Gulf Coastal communities most difficult public health challenges. ► As the CIO, I am responsible for the effective use of technology supporting over 30 programs that span across 8 portfolios of specialty public health initiatives.► Responsible for the overall management of the Greater New Orleans Health Information Exchange (GNOHIE) technical infrastructure and services – a collaborative data sharing platform that connects 2 major medical centers, 57 community health center sites, 6 school-based health centers, New Orleans Emergency Medical Services, and local behavioral health providers through a real-time exchange of patient-level encounter data. ✪ Some notable achievements include the development and implementation of a comprehensive HIPAA Privacy Plan, reduced GNOHIE annual IT operating costs by over $250K, reduced annual operating costs of Information Technology Services (ITS) by over $275K, and culture changing initiatives involving Enterprise Knowledge Management and Business Intelligence services.

A $120M public healthcare organization, Prepaid Inpatient Health Plan (PIHP) and Coordinating Agency (CA) for Substance Abuse that provides direct-operated services and manages a network of over 130 community providers that service over 10,000 individuals annually. Recruited for newly created position to propel alignment of technology and strategic positioning, I oversaw the technical environment across a four-county southwest Michigan affiliation. KCMHSAS operates within a heavily regulated industry that includes HIPAA, Medicaid and the Michigan Mental Health Code.Notable Achievements:► A founding father and chair of a State-wide CIO Forum and nominated to work with the Michigan Health Information Network (MiHIN) to develop Health Information Technology (HIT) and Health Information Exchange (HIE) solutions. Directly involved in State-level projects developing behavioral health Continuity of Care Document (CCD) standards and resolving consent management issues related to 42 CFR Part 2. ► Appointed by 8 county CEO’s to architect and implement the IT requirements of a new Regional Entity.► Established a Decision Support System (DSS) and “data as a service” providing data analytics and business intelligence (BI) solutions utilizing SQL Server cube technology.► Successfully lead a collaborative across four PHIP’s to select and implement a common Electronic Health Record (EHR). ► Provided both a Plenary and workshop on Strategic Business Planning for IT to approximately 300 attendees at a State-wide conference.
