Coordinated emerging national and statewide principles and practices related to health care inequities with the vision, mission and practices of a county health services department. Advocated for and collaboratively implemented organizational development across several divisions focused on enhancing the equity, effectiveness and efficiency of services to all community members in need and regardless of race, culture, language, gender, sexual orientation and economic status.

Led local organizational development to improve effective cultural competence of the agency and its staff by aligning values with organizational processes, education, training and supervision. Participated as a senior member of regional and statewide initiatives focused on organizational and workforce development aimed at assuring that appropriate and effective care reached un-served/under-served communities.

Led and supervised a community mental health services clinic situated in a deeply impoverished community marked by racism, violence, institutionalized neglect, poor schools and a paucity or absence of effective health or human services. Participated in collaborative efforts that joined community members/advocates with local service providers for the purpose of developing needed, effective services as defined by the community itself.

Managed collaborative projects that brought together the Juvenile Court, the Department of Probation, the Juvenile Detention Facility, Community and Court Schools and Health/Mental Health Services aimed at better understanding and effectively responding to the needs of those youth (and their families and communities) in the juvenile criminal justice system with demonstrated high levels of need and/or disturbance across several areas of their lives.
