As Partner and Head of the Public Law Practice, I lead a team that provides strategic counsel on complex public law matters, including infrastructure, government contracts, public procurement, service concessions, public-private partnerships (PPPs) and related litigation. We work across a range of highly regulated sectors such as sanitation, highways, ports, construction, pharmaceuticals, aerospace, satellites, and social infrastructure.Our multidisciplinary team supports clients through all phases of infrastructure projects—from structuring and auction participation to risk assessment and contract management. We also represent clients in administrative and judicial disputes involving public procurement and assist with the rebalancing of government contracts. Our practice regularly engages with regulatory agencies, executive authorities, and legislative bodies on diverse public law issues.In addition, we have extensive experience managing sensitive matters related to government sanctions, regulatory enforcement, and anticorruption. We collaborate closely with key enforcement bodies, including the Federal Court of Accounts (TCU), the Office of the Comptroller General (CGU), and the Public Prosecutor’s Office (MP), ensuring comprehensive legal protection and proactive risk management for our clients.

Advised multinational and local clients on a variety of high-end public law mandates in connection with bids, contracts, government-owned enterprises, public-private partnerships, budget laws, and anticorruption issues. Key mandates included the following matters:Strategic Partnership (Government-Owned Bank): Advised a government-owned bank on conducting a public call for selecting a strategic partner under the framework established by the State-Owned Enterprise Law.Transactional Regulatory Advice: Guided an international investor of a highway concessionaire through regulations involving approval procedures by a regulatory agency for changes in the indirect control of the concessionaire.International Investor Advisory (Hydropower Auction): Advised a Chinese investor in a federal government auction for the sale of Jupiá and Ilha Solteira hydropower plants.Counsel to IFC (International Finance Corporation): Provided strategic advice for the R$2.8 billion (US$840 million) privatization of Celg Distribuição (Celg-D), Goiás' state utilities provider, including structuring contractual documents and drafting the tender process.Rodoanel: Guided a consortium of international companies in the tender process for the R$6.5 billion project to construct the Rodoanel Norte toll highway ring, connecting major highways around São Paulo.COVID-19 Vaccine Procurement: Played a pivotal role in assisting a pharmaceutical company with supplying vaccines to the Brazilian Federal Government, addressing procurement issues and submissions for a congressional investigation (CPI).Brumadinho Dam Failure Investigation: Led a team of 30 associates on the local aspects of TÜV SÜD’s internal investigation into the Brumadinho tailings dam disaster, collaborating with both Brazilian and German authorities, and conducting interviews and investigation procedures.
