I seek to earn the vote of and serve the people of Senate District 30 in Western Prince William County Virginia (Manassas Park, Manassas, Gainesville, and Haymarket). Uniquely (at my age) I am a first-generation American, my parents were immigrants, if you are an immigrant, I understand your plight. I spent 29 Years serving our nation globally defending the rights of others. I gave those 29 years of my youth to our Army and was selected as a capstone career assignment to serve the people as a US Diplomat to a foreign country. The promise of America is space for all good law abiding people. I vow to defend your right to live freely and safely regardless of race, color, creed, national original, marital status, or sexual orientation.

Diplomatically credentialed Attaché who supervised a bilingual four-person team and conducted: special materials missions, foreign liaison (in Italian) with the Ministries of defense, interior, and foreign affairs of the Italian Republic. -Served as U.S. Liaison Officer to both the Italian Joint Staff (COI) and the national standing Joint Task Force conducting weekly coordination between both countries armed forces. -Negotiated in Italian: Special treaties, logistics agreements, and other mission requirements with the Government of Italy. Planned and conducted 20+ international ceremonies, and cultural events. -Used cultural expertise to successfully identify, eleven American Service Members Missing in Action since World War 2, in thirteen days for JPAC. -Conducted a series of special material missions facilitating Italy's compliance with the Global Threat Reduction Initiative. -As Force Protection Officer, prevented a security breach involving high profile U.S Official. -Special Security Team awarded special distinction from the European Command Inspector General as the best of 39 Embassy Special Security programs in Europe. -Served as Personnel Officer: sat on State Department Award boards; Wrote civilian job descriptions and hiring instructions for multiple positions

Chaired a ten-person Not for Profit board responsible for the morale and welfare of a 1000 person Tri-Embassy community. The Board organized events, celebrations and ceremonies in support of mission needs

Served as the committee's Director of Operations and Liaison Officer to the 22 foreign Embassies, whose countries contributed troops to the United Nations force during the Korean War. Directed 11-person team, who planned national and international commemorative ceremonies, public affairs releases, and negotiated agreements with cities across America. Planned and executed over thirty national and international commemorative celebrations. Negotiated with 21 separate embassies, six city governments and four countries to plan and execute ceremonies• Facilitated the first diplomatic dialogue between the Government of Ethiopia and the exiled Crown Council of Ethiopia in Washington D.C, since 1975• Planned and executed a Korean War veteran’s parade (one of the largest parades in Chicago history), was attended by 30 Consular officials. Resulted in Governor Quinn decreeing in Illinois law, a day for Korean War Veterans • Conducted fundraising activities to cover non-appropriated program costs

• Advisory Board member to the Board of Governors, of a private, members only club • Twelve person board responsible for the club's 5, 10, 20 year strategic business plan• New leadership implemented plan, leading to the club being selected as a national Platinum Club

Managed requirements for one of the largest equipment portfolios (Multi Trillion Dollar) in the Army inventory which included: all tactical and non-tactical wheeled vehicles, MRAPs, CROWS, Watercraft (large logistics sea vessels) and also all Combat Service Support equipment in the inventory to support the logistics commodities of: Petroleum and Water purification, Mortuary Affairs, Food Service, Maintenance of all Army Equipment, Ammunition storage and supply, Medical Logistics, Transportation (short haul, long haul, tactical specialized heavy equipment, and water port management), personnel, band, and Chaplain. This resulted in more efficient Enterprise Inventory Management.• Conceptualized and implemented a global vehicle maintenance and storage program at four dispersed locations. Authored business case to repurpose facilities to store 6000+vehicles at a cost savings of over $500M in facility construction and $250M annually to the Army maintenance budget. Case approved• Wrote equipment and training requirements to both give new or increase wartime capabilities• Expert in Operational Needs Statements (ONS), Joint ONS, and Coalition ONS requests. Processed all ONS for the largest portfolio in the Army inventory.

• Noted Subject Matter Expert (SME) who sat on weekly 100-person Advisory Board (Army Resourcing Requirements Board) to the US Army's three senior Staff General Officers. • Decisions from this board shaped all resourcing (funding, numbers of equipment and delivery location) decisions for the Army.

The purpose of this board was to develop training and material based spiral upgrades for the MRAP family of vehicles. The Board had multiple agencies appointed as representatives, but no formal leadership appointed. We reported to PEO MRAP who directed that we elect two Co-Chairs. In this elected position I learned some key board member tips… 1. Never leave the room for a cup of coffee when a large group of people are trying to organize themselves. When you do, they elect you Chairman!!! 2. Never allow naysayers to stifle creativity. Encourage people, and facilitate unleashing of creativity and imagination3. Do not accept status quo, engage innovationThose points led to the development of a unique training innovation known as the TRICT. Use of the device combined with our POI, saved the lives of 47 operators during my Chairmanship. • Served as Chairman for a 200-person Training and Educational Advisory Board (Joint Users Workgroup) to DOD Joint MRAP Acquisition Committee. Board met quarterly. • Board decisions drove a $300M+ annual training budget• Board wrote requirements, staffed and forwarded spiral integration improvements to developers

Responsible for a transformative change in material fielding and training of Specialized Equipment for Operations forward in the Middle East and Asia.• Supervised 4 other program managers and 125 geographically dispersed employees who executed a diverse Special Operations New Equipment/Refresher training curriculum, conducted on special weapons, communications equipment and both armored and light vehicle driving and safety. Managed $150M nonappropriated training budget, which required me to lobby stakeholders and prove program value. Conducted in person quarterly fund raising meetings with stakeholders, produced metrics to successfully fundraise the $150M annual budget. The metrics, photos of training and program description (packaged,) became a SOCOM and Pentagon favorite used by stakeholders in their own briefs.DETAILS UPON REQUEST

Simultaneously planned multiple logistics operations at the operational and strategic levels. Instituted a GWOT Relief in Place/ Transfer of Authority concept of support to ensure property accountability with Theater Property Equipment (TPE) for both Service and MFP-11 common equipment; successfully achieved results that corrected organizational JTA deficiencies.

Directed 3 senior employees managing a multi-trillion dollar equipment program. Responsible for vehicle requisitions, fabrication, maintenance, and delivery in Middle Eastern Theatres of Operation from the national industrial sustainment base. • Authored and executed the Army's Stay Behind (SBE) and Theater Provided Equipment (TPE) programs. Net savings to DOD is estimated by USTRANSCOM at 48 billion dollars in strategic lift costs from 2006-2014. This program had a transformative effect on DOD supply chain programs and Army acquisition policies. • Learned and improved the 3rd Army/CFLCC Operational Needs Statements (ONS), Joint ONS, and Coalition ONS requirements systems. Processed hundreds of thousands of requirements documents in three years.Those systems created a theater-wide Enterprise Inventory Management program.

• Core Functions in support of a 5000-person community spread across 23 bases and 1000 geographic miles: • Responsible for Antiterrorism policy and program execution: Earned the highest JSIVA assessment score of 360 installations assessed from 1997-2001. Executed program during 9/11 • Served as Senior Intelligence Officer for an overseas US military 3-star level command. Received intelligence products from US-based intelligence agencies and local field offices. Analyzed and produced focused intelligence estimates on regional threats, provided causality analysis on operational plans, and amended Anti-Terrorism procedures based on local threat profiles. Integrated estimates, plans and operations with US and Japanese law enforcement, military and intelligence agencies. Conducted continuous Force Protection assessments on 23 geographically separated facilities, and as needed on expeditionary locations in support of operations or bilateral exercises. • Managed command Personnel Security (PERSEC) Program for 5000 military and civilian personnel. • Responsible for Disaster Preparedness, response to crises and recovery: Responded to and recovered from 3 earthquakes and 10 Typhoons/storms which “landed” on Japanese shores• Taught English for three years at Japanese Army Intelligence and Language School known as Kodaira. My 30 person small group (3 small groups per course) consistently achieved highest coursewide TOEFL score.

Directed the Allied Forces South (AFSOUTH) Headquarters Retail complex. Was responsible for serving a clientele of 5000. Significant Accomplishments:• Remodeled 300SM retail complex achieving A1 rating. Facilitated the introduction of:o Channel, Jean Paul Gaultier, and Misake fragrances, raising sales by $16Ko Calvin Klein, sold $180K in two weeks o Weekly Food and Beverage tastings to increase traffico Remodeling increased sales by $1M• Implemented improved marketing and community focus on services which increased concessionaire revenue by 22% or $77K • Reorganized internal stocking and inventory inspections resulting in an additional day of sales each month valued at $37k annually • Wrote and implemented the first strategic business plan in the 50+ year history of the organization• Authored requirements and multiple retail, logistics sustsinment and field procurement contracts across the European Union• Wrote the requirements and implemented new automated sales and inventory system which:o Recovered $1.4M in asset visibilityo ICW GAAP implemented correct product and equipment depreciation schedule which facilitated the disposal of over 20 tons of unusable property• Attained full compliance with national Health and Safety laws for the first time in ten years• Achieved first “Commendable” rating on a Europe wide financial and retail control inspection in 7 years, (1991-2000)

Saved the retail complex from closure, restructured activity and earned $25M profit in first year, succeeding higher profits in subsequent two years-Approved product lines, organized displays. -Wrote specifications and executed multimillion dollar service contracts for both products and concessionaires services.-Served as Personnel Officer: wrote position descriptions, Hiring official on Human Resources selection boards.

Tour highlights:• Company Commander: Formed and activated the JTF Headquarters and Support Company (HSC). received over $100M in sensitive telecommunications equipment. • Logistics Staff Officer: -Created a corporate maintenance review, improved vehicle and equipment readiness from 78 to 99% in 19 months-Awarded Joint Staff Achievement Medal for seamless logistics support during Rwandan humanitarian mission.• Group Asst S3: Wrote first comprehensive command wide disaster relief plan to include NEO evacuation program. Earned a Commendable rating from USAREUR Inspector General on Disaster and NEO evacuation (NEOARS) plan.

Directed the logistical efforts of a 60-man team responsible for sustaining a 500-man Special Forces Battalion in a fixed location and as well remotely detached in three countries.. Our team provided retail level logistics consisting of: Parachute Rigger Support, daily feeding, provision of fuel, ammunition, supply support and mayoral support of bases in forward areas of the Middle East.

Served as a Platoon Leader responsible for the lives, welfare and job performance of 44 people. Served as a Rifle Platoon Leader during OPERATION DESERT SHIELD/DESERT STORM, and also Anti-Armor Platoon Leader. Privileged to serve as the Air Assault School Executive Officer.

Served as instructor and mentor, teaching leadership and decision making techniques to over 100 Cadets.
