• Responsible for the evaluation of applications for State Water Quality certification pursuant to Sections 10, 401 and 404 of the Clean Water Act.• Serve as Liaison for the South Carolina Department of Transportation.• Conduct site inspections for selected projects, primarily SC Department of Transportation projects.• Responsible for the evaluation of applications for Construction in State Navigable Waters Permits and monitoring reports.• Issue State certification on Coastal Zone Critical Area Permits.• Calculate and determine Closure Areas around existing and proposed marinas to protect Shellfish resources.• Review, recommend, and approve stream restoration, wetland mitigation, and remediation plans. • Meet with applicants and consultants to determine potential for adverse water quality impacts for each proposed project. • Represent SCDHEC-Bureau of Water views in public hearings.• Serve on the South Carolina Mitigation Bank Review Team to review mitigation bank proposals and represent SCDHEC-Bureau of Water views during meetings and site visits.• Serve on the Intestate 73 Agency Coordination Team and represent SCDHEC-Bureau of Water views during meetings and site visits.• Evaluate relevant information and provide comments to the Waste Load Allocation Section for wetlands used as receiving waters. • Evaluate relevant information and provide comments and recommendations to the South Carolina Ports Authority for the port expansion project in Charleston Harbor

• Evaluate facility compliance with NPDES Permits, State Permits, the Pollution Control Act and associated regulations.• Review biological reports and engineering reports to ensure facility compliance. • Issue Notices of Violation to permit holders and other parties in noncompliance.• Determine appropriate enforcement response based upon enforcement referrals, file review, compliance evaluations, meetings with Department staff and on-site assessment of facilities. • In accordance with approved policies and procedures, initiate enforcement action as appropriate to include compilation and evaluation of all pertinent data and reports and penalty calculation as a basis for formal enforcement action. • Conduct Enforcement Conferences and address all relevant issues of regulatory concern. • Interpret and convey environmental regulations to the regulated community.• Coordinate enforcement action with all associated Department Staff, EQC Offices, EPA and other Responsible Parties. • Draft, propose and negotiate Department Orders and penalties in conjunction with legal counsel. • Provide administrative/technical assistance as needed and/or directed by Department’s Office of Legal Counsel, and other program areas and the regulated community.

• Manage UST compliance inspection tracking and suspense system to track compliance status for statewide-regulated UST population. • Issue Notices of Violation to permit holders and other parties in noncompliance.• Evaluate owner/operator response to Notices of Violation to determine compliance status of facility and prepare enforcement referrals when appropriate. • Advise the public, environmental consultants, contractors, and the regulated community of compliance criteria for UST installation, abandonment, and operation. • Perform UST compliance, installation, and abandonment inspections as needed to support program objectives. • Coordinate Compliance Section response to requests from corrective actions project managers for site assessment, receptor survey, and contractor coordination efforts at facilities statewide. • Establish suspense dates for field staff response to these requests and review the reports. • Develop Division plans for media outreach campaigns and coordinate with agency contacts for radio, television, and print media and other suggested media. • Serve as publishing editor of UST NEWS.

• Provide assistance for the design, implementation, and operation of ground water pump and treat systems and subsequent report preparation. • Manage ground water monitoring well installation, development and sampling and subsequent report preparation. • Responsible for quarterly ground water monitoring and free product recovery and subsequent report preparation. • Soil and water sampling associated with EPA SUPERFUND remediation projects and UST closures and subsequent report preparation. • Field support for aquifer characterization studies. • Wetlands delineation for commercial development.• Preparation of Spill Prevention Control and Countermeasures (SPCC) plans and Initial Ground- water Assessment reports. • Conduct Phase II field investigations and subsequent report preparation.
