• The City of Toronto IT Transformation and Governance project was a years-long effort to identify and document infrastructure, applications and information management effort and expenditure across the enterprise.• My role was coordinating the deep-dive into enterprise IT financials and human resources as guide to the consultants who were benchmarking the organization against other world-class municipal IT operations. • The recommendation was for a federated model of IT at the City. Infrastructure and Enterprise Applications were centralized. Divisional Apps and Business Analysis were decentralized. The I&T division created new services in customer relationship management, architecture and strategy, quality management and IT project and program management to improve support for solution delivery. • I managed the launch of two new C-level governance panels. The Business Advisory Panel set priorities and reviewed enterprise capital and operating activities/results. The Enterprise Architecture Review Panel set direction for leveraged shared components and technology cohesion amongst integrated systems.

• The Geospatial Competency Centre (GCC) provides technology, information management and client services to enterprise clients utilizing geography in municipal business solutions.• Led a group of analysts and specialists engaged with producers and consumers of geospatial information to create, maintain, quality assure and utilize a spatial data infrastructure consisting of Address, Centreline, Parcel, Administrative boundaries, and other associated data layers.• Provided proof-of-concept and spatially-enabled production design for a variety of enterprise applications: Customer Relationship Management, Work Management, Asset Management, Case Management, Enterprise Resource Planning, and a variety of one-off mapping solutions.• Ensured that financially sustainable projects, tools, and methods were developed, tested, and implemented by federated user community, who provided governance direction for the enhancement of core data holdings.

• Compusearch was an early leader integrating geospatial information and technology to assist clients in solving business problems across a variety of industry verticals. • The geography group was responsible for creating and maintaining Compustreets, a national street centreline product (based on federal, provincial, and municipal government digital and hardcopy maps), and various co-incident census and postal geographies, with significant value added by our company.• The full range of centreline attributes were continuously collected, updated, and extended in the product (for example: street name, address range, road classification, impedance, and topological connectivity) which enabled the first national address geocoding and transportation network modeling. • Data entry and quality assurance tools (interface and batch processes) were developed on the Esri platform to automate as much of the effort as possible.

• Land Information Ontario (LIO) was responsible for developing, testing, and deploying the Natural Resources Values Information System (NRVIS) to over 24 regional and district offices of the Ontario Ministry of Natural Resources from 1996-1999.• My task was to prepare training data and curriculum, and to assist in presenting a five-day intensive course in use of the NRVIS system at remote locations across the province. Following training, I was a Tier 1 resource for support calls involving Data and UX issues. • The result was wide acceptance of the first standardized geo-based decision tool by one of the largest ministries of the Ontario provincial government, and by a public-sector organization in Canada at that time.

• Keir was a boutique land use planning, socio-economic analysis and GIS consulting firm that worked on several domestic and international projects in the mid-1990s.• The small size of the firm gave me the opportunity to take projects from conception to conclusion, as I contributed significantly throughout the bidding process, once the project was awarded and all the way to final deliverable.• Managed the “Norfolk Southern Land Information System” data creation and application deployment, by digitizing legacy property sketch maps, sourcing county property parcel mapping and conducting field work to record landmark registration points to integrate the two. • Attribute information was then attached to the GIS polygon records, in order to provide a multitude of internal stakeholders with access to information that had never been accessible or visualized prior to the project.
