• Supervise a team of CEQA compliance project managers focused on reviewing and processing applications for new electric, gas, and water infrastructure in Energy Divisions CEQA and FERC Branch. • My team manages consultant contracts for environmental review and technical support that range in value from $500,000 to more than $5 million.• The team provides technical and policy analysis to senior leadership and Commission decision-makers regarding transmission planning and permitting processes.• Work products include, among others, environmental impact reports, legislative bill analyses, inter-agency comments on federal actions, strategic planning reports and presentations to leadership, and Commission Resolutions.

• Team leader and Contract Manager for High DER proceeding (R.21-06-017) and annual distribution system planning and Distribution Investment Deferral Framework (DIDF) process implementation and reform for the Grid Planning and Storage team. • The High DER proceeding seeks to prepare the electric grid for transportation and building electrification while increasing community participation in grid planning. The DIDF seeks to enable cost-effective utility procurement of DERs to defer traditional infrastructure investments. • Direct and manage consultant teams, and coordinate other organizations and agencies (e.g., California Energy Commission, California Independent System Operator, California Air Resources Board, and industry groups).• Train new hires and existing staff about policy and processes, geospatial data, environmental reviews, and energy technologies.• Lead and facilitate workshops, listening sessions, and public outreach. • Manage $4 million contract to support distribution planning and DIDF improvement based on data-driven studies, community engagement, and investigation into future grid architecture and operations models designed to address high penetrations of DERs on the electric grid.• Conduct original research to produce Staff Proposals and Resolutions and to make policy recommendations based on independent analysis of regulatory, market, legislative, policy, and technical issues.• Serve as a liaison between Energy Division’s DER integration and CEQA compliance units. Prior roles at the CPUC include project manager for CEQA/NEPA environmental reviews of infrastructure projects ranging in cost from $50 million to more than $1 billion. Reviews required environmental consulting support with contracts up to $6 million. • CEQA/NEPA projects evaluated included new or modified electric infrastructure and smaller-scale DER alternatives. Some projects involve large-scale renewable energy, natural gas pipeline, and telecommunications infrastructure.

• Act as a client-facing project manager for California Public Utilities Commission contracts with budgets in excess of $3 million. Manage all aspects of CEQA/NEPA document development from proposal writing to circulation of the draft, directing public meetings, and submittal of the final document.• Specialize in preparing project description, purpose and objectives, and alternatives sections including the identification, screening, and evaluation of alternatives for electric and gas transmission projects. • Author and review all CEQA/NEPA document sections including public services and utilities; geology, soils, and minerals; transportation and traffic; hydrology; hazards; cultural resources; mitigation monitoring program; cumulative impacts; and responses to comments. Proven expertise at managing data-gap analyses and tracking data-request-response processes for large-scale, multi-year projects.• Facilitate and present at public, agency, and applicant meetings. Experienced in all project roles including Technical Editor, Specialist, Outreach Coordinator, Project Expert, Project Manager, and Proposal Team Leader.
