Production Quality Management

-I am the technical advisor for Navy craft operation and maintenance programs. Establish work flow and procedures for both internal operations and external requirements to support Naval Ships and Ship Yard implementation of annual schedules for dry-docking and repair overhauls. -Studies inspection reports submitted by supported installations in regards to assigned Navy craft. Determines validity and necessity of required repairs; level of maintenance; nature and scope of work, materials, facilities and equipment required. Recommends repair procedures, e.g., contract, in-house, depot or organizational responsibility.-Monitors and inspects watercraft undergoing repairs and other work involving commercial shipyard or marine repair facilities. Observes work in progress to assure compliance with specifications of work items from preservation to structural repairs and diesel engine overhauls. Reviews written reports such as Weekly Progress and Completion Reports. Attends critical check point verifications to witness compliance with Federal Standard items.-Reviews cyclic maintenance requirements and prepares unsatisfactory equipment reports during statement of work planning for repair overhaul. As necessary, visits contractor repair facilities to evaluate repair, overhaul and inspection procedures and recommends resolutions to problems related to methods and techniques employed. -Reads and interprets blueprints to prepare complete detailed technical overhaul/repair specifications, based on regulatory requirements and identify required quality and quantity of materials. As required, incorporates sketches, diagrams or blueprints in specifications. -Reviews government condition reports, test and inspection reports.-Comprehensive knowledge of computers and Microsoft Software to include Word, Excel and Power Point.-Proficient in reading and understanding tech manuals, drawings, blueprints, and technical specifications.

-Have 4 years of Navy LCU experience to include piloting, testing, training, maintaining, troubleshooting and repairing Landing Craft Utility (LCU) and Landing Craft Mechanized (LCM) at Assault Craft Unit Two. -Supervised over 1600 maintenance requirements annually, to include electrical, electronic, engineering, safety of life at sea (SOLAS), and hull equipment.-Responsible for witnessing the accomplishment of tests and inspections involving government inspection points and during these inspection points I accomplished performance of procedure evaluations, process control procedure evaluations, and product verification inspections. -Attended weekly progress meetings, work coordination meetings, resolved production problems, assisted in the development of statement of work requirements and maintained effective lines of communication between the project manager, contractor, ships force, and other involved parties.-Reviews cyclic maintenance requirements and prepares unsatisfactory equipment reports during statement of work planning for repair overhaul. Advises operational, maintenance and supply personnel of matters relating to marine maintenance problems. Furnishes authoritative technical advice, assistance, and guidance in resolving problems, which may be controversial.-Reads and interprets blueprints to prepare complete detailed technical overhaul/repair specifications, based on regulatory requirements and identify required quality and quantity of materials. As required, incorporates sketches, diagrams or blueprints in specifications. Recommends modifications and changes to watercraft or components and equipment related thereto.-My duties included understanding and implementing the guidelines of the joint fleet maintenance manual, NAVSEA standard items, spec items, blueprints, standard methods, process instructions, and other references. Interact, work, and share information with individuals from various departments, activities, and organizations.

Observes work in progress to assure compliance with specifications of work items from preservation to structural repairs and diesel engine overhauls. Operates vessel machinery during trial/shakedown runs, rejects work not meeting established operating standards. Reviews written reports such as Weekly Progress and Completion Reports. Attends critical check point verifications to witness compliance with Federal Standard items.

-Lead Dockmaster. Supervised 489 vessel movements utilizing operational risk management and time/personnel management to maintain efficiency and safety.- Productive, congenial and energetic organizational spokesperson accustomed to extensive face to face contact with schedulers, planners, authority figures and key decision makers. -Developed 50 Standard Operating Procedures for docking and undocking incorporating U.S. Coast Guard regulations, Explosive Safety Instructions and Port Operations Instructions.-Involved with planning and coordination of utility and structural repairs of fixed and floating pier/mooring systems. Monitors and inspects pier/mooring systems undergoing repairs and other work involving commercial marine repair or Naval Facilities Engineering Command.-Proficient in supervising and training senior leadership to inspect security measures, Occupational Safety and Health, NAVOSH and emergent repair procedures for multiple facilities and buildings.

-Prepared local directives and instructions for attaining organizational objectives and improving operations, prepared correspondence, established and implemented program for interviewing and evaluating personnel, organized and scheduled training programs, evaluated their effectiveness, and initiated improvements.-Planned, analyzed and inspected maintenance requirements across three Divisions. -Developed and implemented numerous strategies and streamline operations to increase operational efficiency, reduce costs and ensure program effectiveness. Revised production control sheets to improve time keeping methods and Quality Assurance procedures. Efforts saved $240,000 of unexpended contractor costs.-Excellent job planner. Processed over 775 work packages and coordinating logistic procedures in transporting parts between Regional Repair Centers and local vendors resulting in a 30% increase in productivity.-As Quality Assurance Craftsman and Quality Assurance Inspector, completed 800 Intermediate Maintenance Activity and Depot Level repairs on time or early for deployable assets.-Supervised, trained and motivated the efforts of 40+ technical tradesmen assigned to corrosion control shop Shore Intermediate Maintenance Activity. -Maintenance Resource Management System SUPDESK time keeper.
