As Program Executive on for the USAID IT Forward initiative, provided program management leadership in the development and negotiation of the winning 5 year $209M full scope infrastructure and application operations and maintenance managed services contract with USAID to promote innovation and transformation from infrastructure technology, virtualization, cloud computing, application consolidation and management to mobile devices, engineering and apps, telecommunications, BYOD. Bob provided the program management leadership in the proposal process, quickly assembled a strong transition and steady state delivery team, and developed the management and operational IT governance framework to position IBM and USAID to partner for successful delivery.

Led the program management aspects of the winning $200M CNA Insurance engagement and overall revenue and profit responsibility to manage the successful transition of all IT infrastructure services from CNA to an IBM global delivery model in the US, India, and Brazil. Iimplemented a program management system to drive profitable revenue growth greater than 10% on annualized basis. As Project Executive on Bank of America and ABN AMRO had full client relationship management and P/L responsibility to manage the migrations of the ABN AMRO infrastructure assets to Bank of America (LaSalle Bank) and Royal Bank of Scotland and transition of the services back to BofA and RBS N.V. He drove the highly successful Chicago Data Center exit to RBS Edinburgh and RBS US locations in NJ and RI as well as Bank of America locations resulting in the decommissioning of over 7000 servers, multiple mainframes and remote sites while continuing to meet all critical and key SLAs, achieved the highest possible client satisfaction rating (10), and delivered 120% of revenue plan and over 150% of profit plan on $70M annual target. Upon completion of the migration of the ABN AMRO Global Trade Platform, he continued to provide the managed services for mainframe and midrange operations out of Edinburgh for GTP and continued to assist ABN AMRO NV and Royal Bank of Scotland in their legal separation. Provided support to the RBS engagements for network and desktop cloud, and managed the winning proposal to extend the Phase 3 contract for 5 additional years using global resource. In addition, he collaborated with BofA on their Cloud Computing initiatives and the preliminary stages of I-series Managed Services and Electronic Cash Vault Hosting. Mr. Sturges also provided project executive leadership on the TransUnion, John Hancock, Catholic Health Partners, Western Union and CBRE engagements and developed a services improvement plan and transformation roadmap for the Standard Insurance account.

Provided Project Executive leadership throughout the entire engagement phase for the ServiceMaster Strategic Outsourcing contract achieving a successful win of a $194M seven year full scope infrastructure / application development/maintenance contract including service desk, server and storage management, end-user support, mail and messaging, asset management and security services. Initially the engagement included a $750M+ competitive multi-tower RFP response which included Managed Business Processing Service Towers for Finance and Accounting, Human Resources, and Procurement/Fleet Support in addition to the IT Tower for infrastructure and AMS. As the Project Executive led the development of the overall solution and governance structure. IBM was selected on all towers beating out Accenture and Infosys. However, the private equity firm owners of ServiceMaster (CD&R) instructed ServiceMaster to break up the procurement into individual towers and go back out in the marketplace to re-bid by tower. In Phase 2, continued to lead the team as Project Executive for the ITO tower response (infrastructure/AMS) through another proposal response, three down-selects and ultimately beat HCL, Infosys and CGI. This was the first time IBM had beaten HCL in a head to head competition after numerous attempts across IBM Global Services. In addition, this win included IBM's largest Telecommunication Expense Management (TEM) Service Product Line (SPL) win as part of the overall solution.

Mr. Sturges managed the end to end client relationship with global program management responsibility for the Manpower Strategic Outsourcing contract including client relationship/satisfaction, revenue/profit, and service delivery for Midrange, Service Desk System Support with a major transition/transformation project. He built and effective Global Project Office, implemented the overall governance model, and led the team to execute a successful transition and transformation on the Manpower account in Asia Pacific (Singapore data center), EMEA (Warwick data center and US data center move from Milwaukee to Lexington. As Global PE, led all program management activities for multiple Consumer Products Industry engagements including ServiceMaster, Nike, Nielsen, Procter and Gamble and Cargill. He developed the governance and program management structures, facilitated governance workshops with the clients, and led governance and cross functional teams for Client Joint Solution Design sessions and proposal development. In addition, he facilitated base growth white space analysis workshops for the Consumer Products Industry with all of the CP Industry Peps resulting in double digit revenue and profit growth for the CP Industry in the Distribution Sector.

: As the PE, he had total program/project management responsibility for the AT&T ABS Managed Services, Corporate Center, and Corporate Financial Management segments of the AT&T Managed Operations Account with base revenue of over $479M exceeding all revenue/profit targets on $72M annual target. He managed the overall delivery of a full suite of managed operations functions for five mainframe data center locations, three midrange center, and service desk operations locations in support of the AT&T Business Solutions Managed Services organization. He successfully implemented a transition project on time and within budget to consolidate several mainframe and midrange systems and to implement improved Systems Management disciplines within the first year of the contract. He also drove year over year continuous Service Level improvement exceeding all measurements while driving cost savings year over year. As a result he achieved a high degree of Customer Satisfaction and displaced HP with IBM Series P and Series X servers for a server consolidation project for International Settlements.

Provided total program management responsibility for a $100M retail systems integration / managed services project for McDonald’s Corporation in support of their number 1 corporate initiative - Made for You for both corporate owned and franchise operations. He developed the overall project infrastructure and processes and procedures to implement the store system rollout and ongoing managed services support environment. Led the entire project team to new level of performance in McDonald’s Retail Systems Support which included managing all aspects of conducting site surveys and staging, training, and installation of network, hardware and software, help desk and incident/problem management, hardware / software maintenance and technical support for over 1000 McDonald's locations in a highly competitive environment.Responsible for total profit/loss and entire relationship for $240M+ Sears NWS and Retail System Support contract. As Retail Systems Support Project Executive responsible for operational support and systems integration projects for in-store platforms for all 800+ mall stores, as well as an additional 900+ off-mall stores. As Operations Project Executive, responsible for management of day-to-day project management activities for transition to and operations for 7000+ desktops and 140+ departmental servers and UNIX servers in the NetWorkStation Management environment. As Engagement Project Executive, he led the development of overall proposal solution to Sears for the Retail Stores Support, Help Desk and Distributed Systems Management environment. He also provided program management leadership on major distributed systems management and data center outsourcing engagements in the retail industry including Melville Corporation and Kinko’s. He developed the ISSC Strategic Plan for the ISSC Distribution Sector which included specific retail and wholesale distribution industry offerings, organizational change objectives and key market focus items.

Responsible for all program management activities for Spartan Stores, Inc., a major wholesale grocery distribution company in a $72M business reengineering / systems integration contract based on Efficient Consumer Response (ECR) initiatives. He managed the development of new solutions for distribution center operations, order / inventory management, electronic data interchange (EDI), and reengineering store systems for implementation in over 1,000 independent retailers. He executed revenue, profit and customer satisfaction objectives.

As the lead executive, Mr. Sturges built the IBM service business area for USDA and Dept of Interior and managed all new business development and program management activities for USDA, US Department of Interior, and the Federal GIS market. As a change agent, he reengineered the FSD Boulder Business Acquisition Process and organized the Federal Systems Integration business unit for USDA and DOI including US Forest Service, APHIS, BLM, SCS, and ASCS. He executed a smooth transition of program management of the USDA State and County Office Automation Project (SCOAP) from Gaithersburg to Boulder achieving higher customer satisfaction and revenue/profit objectives.

Responsible for all systems engineering, integration, test engineering activities, major subcontract management and project office functions for the USAF Defense Support Program (DSP) Fixed Satellite Ground Station projects. Completed all major preliminary and critical design reviews for one of the largest federal Ada development projects at that time and successfully completed development and installation of major software release for System 8B achieving a successful launch of DSP SAT 14.

Responsible for all program / project management activities for System 1, Ground Systems Integration (GSI), and LPS Technical Support Services (TSS) contracts including all major subcontract management activities for a large space surveillance system. Conducted advanced development project activities for strategic surveillance systems including an Internal Research and Development program, study contract performance, and internal development projects. Successfully executed the DSP Ground Processing System Upgrade (GPU) contract and developed the recommended architecture for the next generation ground processing system for DSP resulting in obtaining full funding for the $85M USAF System 1 program. Managed an internal development project to rehost System 8 Ground station Software from 2 IBM 3033s to single and developed a low cost PC based Satellite Link Interface Module to replace a Perkin Elmer processor – the successful demonstration of this transportable ground station prototype resulted in the award of the production contract.

Responsible for project management, systems architecture and systems engineering for major Command and Control contracts ($8M annual revenue) including major government executive interaction with several departments in the Executive Branch of the Federal Government including WHCA, FEMA, Dept of State, DoD, NSA and CIA for major systems engineering activities related to C3I programs. He developed the systems / subsystem specifications, and interface control documents for a national level command, control, communications and intelligence system. As the Chairman for a Federal Interagency, Interdepartmental Interface Control Board he drove common interfaces to be implemented across departments and agencies for the C3I system. As industry representative on two executive task forces of President Reagan's National Security Telecommunications Advisory Council (NSTAC) assessed the ability of the nation's telecommunications infrastructure to withstand an EMP attack and participated in the development of the framework for a survivable national emergency telecommunications system infrastructure.

As the Lead Systems Engineer and project manager for two major COMINT collection systems, he conducted numerous trade studies and analyses, development of system architecture and system specifications, cost analyses, and evaluation of system proposals. He also provided program management oversight to monitor the implementation of multiple contractor efforts acted as a consultant on other COMINT collection efforts and as a system engineer responsible for implementation of TDM/FDM, FAX, and Voice Processing Subsystems

Started as engineering co-op student while at Purdue University and conducted digital system design, test engineering, system simulation and advanced technology development for TELINT, ELINT, and COMINT systems. Upon graduation form Purdue with BSEE he designed telemetry decommutation systems, post demodulation processing systems, and signal simulators. He was the Lead Systems Engineer on two major TELINT processing systems and developed system specifications that also became the basis for an NSA requirements specification development course throughout entire Research & Engineering organization.
