Leads select joint staff of 22 personnel in meeting immediate warfighter interoperability requirements. Represents Joint Actions Steering Committee composed of flag/general officer Service doctrine center commanders in development, validation, and fielding of multi-Service TTP and interoperability solutions to the Services, Joint Staff, combatant commanders, US interagency, and coalition partners. Team building directly resulted in integration USAFWS, NSAWC, MAWTS-1, USA CoEs, Joint Test and Exercises (JT&E), Air Sea Battle Office, and Service centers of excellence in multi-Service development and MTTP test validation.

Commanded 48 joint permanent personnel and up to 360 deployed personnel as DoD's lead organization for integrating joint and coalition interoperability. Converted operations group into AFCENT/CC’s premier AWC and hub for regional flying training and theater Integrated Air and Missile Defense exercises. Enabled strategic success of first-ever Arab air force expeditionary operations in Libya; training, deployment, support, and sustained success of UAE F-16 E/F combat operations; oversaw CENTCOM Integrated Air and Missile Defense Center responsible for the first ever exercises with all 6 Gulf Cooperation Council nations in CENTCOM history leading theater advancement of DoD and Secretary of State’s “Gulf Missile Shield” priority and lauded by CSAF and CDRUSCENTCOM. Assisted UAE FMS cases for Patriot, F-16E/F, weapons, UAV, targeting pod, range, and AOC upgrades.

Directed select team for direct support to 4-star Commander, Air Combat Command in developing strategy, agendas, and strategic communications to advance ACC priorities. Directly responsible for planning, execution, and topic development for 4-star senior leader conferences including CORONA, Combat Air Force, Mobility Air Force, and NAF / wing commander conferences. Lead for all ACC legislative matters, inquiries, Congressional Delegation visits, and Capitol Hill testimony. Developed ACC’s Strategic Engagement Plan leveraging conferences, strategic messaging, and key leader engagement to advance Commander, Air Combat Command priorities.

Combat Air Forces lead for Weapons and Tactics. Oversaw weapons and tactics programs for ACC, lead integrator of weapons and tactics for USAFE, and PACAF, managed USAF Weapons School syllabi and selection boards for all combat aviation specialties.

Commanded PACAF's largest fighter squadron and the CAF’s largest F-16 Flying Hour Program (FHP). Responsible for $1.1B 28 F-16s, $63M annual FHP of 5,800 sorties and 8,120 hours to execute PACAF, 7 AF, and combined tasks in defense of the ROK and US regional interests. Led and supported first in-theater operational AIM-120 and AIM-9 tests in the ROK and Japan. Drove integrated ops-maintenance training plan and team partnership making the 36FS the first-ever F-16 squadron to increase FHP and sortie production during a 2-year depot level CCIP avionics upgrades. 51 FW/CC’s “most vital Sq/CC to wing’s 2009 PACAF ORI “outstanding” with a 98% ops-maintenance sortie effectiveness rate. Significantly enhanced theater combat capability through integrated multinational training and major exercises with ROKAF. Created wing immersion program integrating combat ops with all 51st FW squadrons.

Oversaw 3,300 sortie and 290 academic hour F-16 Weapons Instructor Course program. Managed 21 F-16CG/CJ aircraft and $12M in support assets to support operational test, student production, and advanced tactics development. Led wing’s largest ops-maintenance program and developed team results oriented approach directly leading to highest ACC F-16 mission capable rate despite lowest priority for parts and personnel training. During last 5 months, stood up Adversary Tactics Support Squadron to train 27,000 coalition airmen annually and reengineered RED/BLUE FLAG debrief process for critical analysis. Led first ever integration of live Aggressors in VIRTUAL FLAG advancing Live-Virtual-Constructive model.

Exchange Officer responsible to CINC HQ Air Command for developing and implementing UK air training strategy. Directed $10M exercise budget and $1.5M in UK FMS training cases. Integrated RAF AWC and USAFE to enhance operational test and training opportunities. Led first-ever UK integration to previously US only held RED FLAG, setting standards for advanced tactics development.

Shaped and implemented export policy on developmental high-tech systems including lead for F-35, advanced weapons, and tactics release. Coordinated with SPOs, DoD, DoS and Service FMS leads to refine policies. Successfully engaged DTSA Director to reverse adverse policy decision on release of advance system. Created FMS roadmap for F-16 Common Configuration Implementation Program (CCIP).
