Supporting day-to-day management of healthcare vendor relationships, contracts and respective services. Overseeing the execution and administration of overall vendor relationship, to include the development of key service requirements, establishing and maintaining contract monitoring procedures that help manage performance and adherence to contract terms.

Develop program to promote cross coordination across department, division, agency and public in support of oversight of the pharmacy benefit for the Medicaid program. Coordinate process development and process improvement; provide audit support; develop and implement oversight activities for service delivery of the pharmacy benefit for Texas Medicaid members. Plan, develop and organize review tools and methodology. Recruit, interview, hire, train, schedule, assign and evaluate staff. Actively participate in all levels of the vendor procurement process, from development of the Requests for Information/Proposals (RFIs/RFPs), to the evaluation of proposals, to the recommendations to executive leadership for contract awards.Active involvement in all levels of contract implementation, development and oversight activities of various vendor contracts.

Perform highly advanced managerial work overseeing the daily operations and activities of the Pharmacy Resolution section of the Vendor Drug Program (VDP), including a provider call center, second line escalation staff & a Pharmacy Benefit Manager (PBM) issues resolution team. Establish goals and objectives; develop guidelines, procedures, policies, rules & regulations; develop schedules and priorities & coordinate and evaluate Pharmacy Resolution activities. Develop standards to achieve goals utilizing review and analysis of industry metrics & strategic planning methodologies. Develop policies and procedures to assist healthcare providers in successfully dispensing covered outpatient drugs. Ensure automated systems process pharmacy claims accurately and timely for Medicaid, Kidney Health Care (KHC), & Children with Special Health Care Needs (CSHCN). Review and analyze proposed and adopted legislation for impact. Direct and implement system changes as new federal and state laws, rules, regulations, & agency policies become effective, especially in regard to Medicaid & CHIP prescription drug programs. Provide consultative and technical services and expertise about VDP to other agency staff, other governmental agencies & internal and external workgroups. Identify needed change and develop and implement strategies to improve operations. Represent VDP at meetings and on committees including Enterprise-wide projects & initiatives. Responsible for all personnel activities including, interviewing, hiring, training, staff development, assigning, supervising & team building. Work under minimal supervision, with extensive latitude for the use of initiative & independent judgment.
