Responsible for the development and delivery of Fife Resource Solutions (FRS) strategic aims, business delivery plan, financial arrangements, services and social outcomes. Specific responsibilities include:- Overall leadership and management of FRS with authority delegated by company board- Provide strategic leadership, vision and planning for FRS, ensuring that it meets or exceeds business growth targets and delivers financial expectations.- Ensuring that FRS identifies and takes advantage of market changes, innovations and opportunities for strategic partners to further the objectives of the company.- Develop and implement policy and strategy with/for Board which ensures FRS complies with legislation and works towards implementation of best practice.- All necessary Health and Safety legislation is complied with especially in relation to Health & Safety at Work Act 1974.- All relevant environmental protection legislation is complied with throughout the organisations and contracting organisations.Key responsibilities within this role are:- Strategic Management & Change- Leadership- Corporate Governance- Business Development- Partnerships- Financial Management - Human Resources- Health & Safety- Performance Management

To ensure the Council’s Vision, Goals and Values are delivered through the management and development of the Waste Services, ensuring effectiveness and efficiency in all service provision to support the overall Community and Corporate and Service Plans.To implement and manage the resources allocated for the provision of Waste Management Services, including waste collections, landfill operations, Household Waste Recycling Sites, Composting, Waste Transfer operations, Materials Recovery Facility, Street Cleaning and the delivery of a compliant and robust environmental strategy. .

The principal responsibilities of this role include:- Have high level understanding of procurement and manage relevant waste management contracts/partnerships/projects, to ensure the delivery and continual development of the Council’s waste strategy.Ensure compliance with Council’s statutory obligations on waste related issues, in particular the Council’s obligations regarding the Zero Waste Regulations Manage the financial and staff resources of waste strategy projects in line with Strategic Waste funding and other funding criteria. Provide and implement an Integrated Waste Management Plan in consultation with directors and elected members.Provide and present the highest level of professional advice to the Council and community partners on all aspects of waste strategy/policy. Manage the work of the waste strategy team, including the prioritisation of projects.Manage and prioritise complex financial situations to ensure effective management of an annual budget in excess of £7mWorking at senior management level reporting directly in most cases to; council administration, directors and senior civil servants

The principal responsibilities of this role included:-Prepare and provide waste minimisation advice and training to Council staff, community groups, the public and other organisations. Co-ordinate the development and maintenance of recycling systems and waste minimisation initiatives within the Council’s boundaries.Maintain and develop the databases, spreadsheets and other data sources for reporting statutory recycling and waste disposal information and other waste related management information.Assist in the development and co-ordination of Falkirk Council’s waste strategy and awareness raising programmes within the Forth Valley Area Waste Plan and the Council’s integrated Waste Plan.Manage contractors or staff employed to deliver waste strategy objectives and ensure efficient use of resources deployed.
