As the Strategy Branch Chief (Acting for the Chief Technology Officer (CTO) I established long-term strategic planning methodology, processes, standards, training, management and oversight for the integration of technology adoption, strategy development and execution. Facilitated the end-to-end strategic planning process to develop and communicate the CIO’s future state. Collaborate with staff and leadership across the Enterprise to develop and improve strategic capabilities and adoption throughout the organization. Handpicked by the CIO to serve as the Action Officer to the Director’s Working Group for developing the Defense Intelligence Agency's (DIA) Strategy. Deployed the Enterprise Roadmap Service, a top CIO priority ahead of schedule. Developed the methodology, architectural framework, training, and procedural oversight to initiate ERS by applying strategic planning processes that support Mission strategic objectives, perform research and gap analysis to support roadmap development. Fostered maximum understanding integration and sharing of ERS for operational, functional and technical application via Workshops, 1:1, videos, guidebooks and briefs to educate over 120 personnel across the Enterprise. Mentored and held GS15-13s accountable in the delivery of their roadmaps and responsible for the delivery of the CTO’s roadmap and taxonomy use to prioritize budget requirements, integrate milestone delivery, to communicate Director's Future State and the CTO’s conversations with industry.As a member of DIAs Intelligence Community (IC) Information Technology Enterprise (ITE) activities team ensured all DIA’s mission milestones and objectives are accurately reported were in line with community policy and recognized best practices. As the initial Military Services Liaison I prepared five white papers for CIO to analyze the interpretation, coordination and application of policies for adopting IC ITE.

Served as the Portfolio Manager and Contract Technical Representative (CTR) for Commander of Navy Installation Command, Headquarters implementing internal policies & procedures for managing Navy Marine Corp Intranet (NMCI) the first large-scale federal government IT centralization and outsourcing project. Responsibilities included assisting in the execution of a $97-million-dollar annual program budget which affected approximately 28,000 people and was vital to ensuring that employees had access to the resources, tools, and data needed to support the fleet, fighter, and family. Worked with Senior Naval and Marine Officers to reduce and standardize 1700 applications across 32 Base Operating Support business lines to deliver a more efficient IT portfolio. Ensured policy guidance was followed for managing application financial, development, and information assurance that improved the security posture of the Navy. Oversight of high-visibility technology projects to identify and implement cost reduction measures including development of a requirements review process that identified unused IT equipment that resulted in an annual cost savings to the Command of $30,000 in its first implementation and supported Functional Area Managers through the Approved – Interim Waiver Process. Handpicked by the CIO to serve as the Manager's Internal Control coordinator, the roll out of the Defense Biometrics Identification System, standup of the Command's Emergency Operation System, and developing policy and procedures for the usage of contract line items throughout the Command to ensure an efficient and effective use of IT funding.

Project manager with developmental oversight of several multi-million dollar enterprise information technology projects that were developed simultaneously with multiple teams. As project manager I responsible for formulating and enforcing work standards on these projects as well as developing, defending and executing multi-million dollar budgets for various fortune 500 companies including supervising multiple cross-functional teams varying in size of 5 to 10 people each. Developed an implemented a process modeling methodology and for functional users on the process methodology and tool usage training. Sr. Systems Analyst on the Health Care Financing Agency project to develop requirements, enterprise-wide logical data model and implement access methods for the National Repository.
