Policy Lead on the regulations for Register of Persons Holding a Controlled Interest in Land, which is required as part of the implementation of the Land Reform (Scotland) Act 2016.The regulations result in a new digital service with a multi-million pound budget and will ensure that land in Scotland is sustainably used and developed in the interests of landowners, communities and wider society, by delivering increased transparency about the individuals taking decisions about Scotland's land.I managed the the regulations through the enhanced (super) affirmative legislative procedure using the appropriate project management tools and techniques. The role involves engagement with a wide range of stakeholders, including Ministers, UK Government, NDPB's, Parliamentary clerks and Delivery Partners.I twice gave evidence at the lead Parliamentary Committee. I contributed to the Scottish Government emergency response to Covid-19 and was deployed into a new PPE Division in April 2020 for five months. I was part of the Registration Practice Team, who re-wrote the Keeper's internal guidance to comply with the Land Registration etc. (Scotland) Act 2012. This involved comparing the current policies and procedures, examining and interpreting the new legislation and producing policies and procedures that met both legislative and business requirements.I led on internal and external guidance in relation to Commercial Leases and Automatic Plot Registration (APR).I provided guidance to the wider organisation and the legal community on best practice.
