Robin was at the forefront of the DNA revolution in the UK and he introduced it to Australia in 1998. He have years of experience and success in crime investigation, training, terrorism and prison security to support scientific based policing.Robin was the Head of Operations of Britain’s National Crime Faculty – the centre for training for all UK police. He developed a national data base of top investigators and experts, and was part of a major operation to use DNA to re-investigate cases that had gone cold. In 1998 He was seconded to Australia as a Detective Superintendent with the NSW Police. He moved moved on to become the Director of Marketing & Development at the University of Western Australia’s Centre for Forensic Science where he advised on the implementation of DNA in many regions .Throughout 2007 He was also a regular panelist on ABC TV’s Can We Help?Specialties: Over 30 years Police experience, mainly in the field of Serious Crime Investigation.Lecturer on subjects of Forensically Driven Intelligence Led Policing and Crime Intelligence within Prisons. In 2006 I left the University to work as a sole practitioner forensic investigator. In this role I have been involved in major cases of mis-carriages of justice around Australia. I have also led a defence reinvestigation into a homicide abroad where the Australian citizen was facing the death penalty. (The family still insist on confidentiality about this case, but my work led to his acquittal and release back to Australia. I highlighted the mis-interpretation of the pathology and forensic work)On 21 October 2009 I addressed the inaugural opening of the WA Innocence Project at Murdoch University in Perth. The main guest was recently retired High Court Judge Michael Kirby AC CMG. After listening to me, and during his address he said:- ......So I think we have learnt a lot from you Mr Napper, and I’m very grateful to you for coming to Australia for your work in our country. And for raising the scientific standards. Science will always trump culture, mythology, and it’s very important that the innocence projects should be based on good science. I thank you for what you’ve done, for bringing that message to us.”I have appeared in several documentaries with film companies. Cases from ‘fly on the wall’ reinvestigations, to ‘Jack the Ripper – Prime Suspect’ due for release in 2011 in Australia, Canada and BBC World.

Consultant to 600 detectives in Central Crime Agencies on current and unsolved major crime. In particular the application of modern forensic and profiling techniques as a primary tool in their investigation strategy. Played a principle role in the drafting of the Forensic Procedures legislation, and practice and procedures guidelines for all Police in Australia. This incorporated a close working relationship with both State and Federal law enforcement officials in Canberra, Sydney, Perth, Brisbane, Melbourne and Tasmania. This legislation paved the way for the introduction of DNA from 1 January 2001. Developed a crime training package for Crime Managers, drawing on cases from around the world. This training included the most up to date ethical and professional practices, in accordance with the recommendations of the recent Wood Royal Commission in New South Wales. Advisor to the Olympic Investigation Squad on practical aspects of terrorist investigations. This drew upon my work combating the Animal Liberation Front who conducted a campaign during 1992 to 1995 in the UK when a vast number of incendiary and explosive devices were sent to prominent individuals. I was the case Officer for 30 devices sent or exploded in the Thames Valley Police area. A national team under the Anti Terrorist Squad at New Scotland Yard sucessfully prosecuted the principle conspirators. Conducted a full intelligence review of Corrective Services, and their exchange of information with the Police. In particular aspects of segregation and witness protection amongst the different ethnic gangs in gaols. (Australia has a far more serious problem in this respect than the UK)

The Crime Faculty was created as the centre of best practice for crime investigation in the UK. I set up the national crime investigation support desk, that through a number of liaison officers networked all senior investigation officers and forensic experts in the country. This system of consultancy, although simple in concept, proved remarkably successful. We developed an exchange programme with the FBI, and started reviewing unsolved American cases. Our database contained details of experts from the UK, Europe and America. Police forces in the UK started to call us in at the onset of an investigation to ensure they were in touch with the right experts from the start. The NCF conducted a review of 230 homicides between 1985 and 1995 when I was part of the management team. We looked at core aspects of all these cases, concentrating in particular on forensic, pathology and profiling.

Following a high profile escape of terrorists from Whitemoor Prison in September 1995, the Government set up a multi-agency team to examine the security in all top prisons in England and Northern Ireland. Following on from my handling of a large prison riot in 1992 I was selected to be the police representative. I was given unique access to all prison documentation, and made security recommendations in respect of 41 jails. My recommendations led to major changes in three areas.First was the interchange of crime intelligence between the two agencies. I was stunned at the volume of information that was never handed to the police. Three high profile murder cases were reopened as a result of disclosures discovered in prison files.Secondly the complex area of witness and prisoner protection. This essentially fell into two categories. The first group were vulnerable prisoners who, because of their crimes or life style could not be kept on general location. For example child murderers, sex offenders, or the wrong ethnic mix from the general prison population. The second group were witnesses in pending major crime trials, who were themselves involved in the crimes, but were giving evidence against other accused.The third area was informant handling. I had to rewrite the whole section in the security manual to take account of informants within a penal setting. Prison staff needed training and the implementation of new practices and procedures to make the most of this valuable intelligence source.
