Assigned as Phase II Construction Director for the Venture Global PLNG Project (GE LNG Process), located in Plaquemine Parrish Louisiana. The overall execution of the project is being performed in two phases. Each phase consists of a Liquefaction Unit comprised of 9 integrated blocks, supported by 3 pre-treatment units, 5 gas-turbines, 2 steam turbines, and associated utilities. The plant infrastructure also includes 4 onsite storage tanks and marine offloading facility. The facilities process capacity is 10 Mtpa per phase.

Joined McDermott during the FEED stage for the Woodfibre LNG project by Pacific Solutions DMCC. The project is single train 2.1 million tons per annum (MPTA) Liquefied Natural Gas facility, to be located in the Howe Sound near Squamish British Columbia Canada. Execution will be performed on an EPFC basis and licensed under APCI technology. Several international identities are being incorporated into the overall project plan. • (2) 125,000 m3 fully contained floating storage tanks (FST) with marine loading and associated infrastructure (China Fabrication)• 40,000 MT of process and pipe rack modules, ranging in size up to 10,000MT (China Fabrication)• 4000 MT of power supply module (USA Fabrication)Incorporating modularization concepts into the engineering and procurement process to help be cost effective, expedite, and assure fast track completion of module fabrication. Coordination of logistics is extra challenging; facility only accessible by water, with no laydown or staging area for major components/modules. Construction workforce to be housed by flotel. Mobilization to China will be in the summer of 2023, with responsibility to manage engineering, procurement, expediting, fabrication, module assembly, mechanical completion, commissioning, and transportation logistics.

I create a pipeline of new business opportunities throughout the United States in Oil & Gas, Energy, Chemicals, and Power Markets for an Engineering, Procurement, and Construction (EPC) company providing comprehensive services for offshore oil and gas, including LNG and mining projects. I independently led and managed various functional departments within the QMW facility, including Competency Assessment and Training, Construction / Assembly, Maintenance, Pipe & Steel Fabrication, Painting, Material Handling, Offsite Specialty Fabrication, and Capital Improvements for a world-class fabrication yard for topsides, modules, and subsea structures. I hosted and introduced potential EPFC clients to the facility and contributed to proposal and execution plan development. I collaborated with the project management team and ensured the proper execution of the job within a specified scope. I liaised with Employer and Owners Engineers and handled queries and clarifications for various engineering disciplines. I established and controlled the Annual Budget for 500-700 fabrication and maintenance personnel. I served as senior Fluor representative to a joint venture partnership with turnkey EPFC execution capacity of over 400,000 metric tons of Jacket, Topside, and Module construction annually – one of the world’s largest fabrication yards performing fabrication and module construction. I led, directed, and controlled the overall development and governance of the entire facility as a member of a six-man onsite Operation Management Council (OMC). I directed and implemented a long-term business plan aligning with the JV’s business direction. I was the primary point-of-contact with all prospective customers, driving all aspects of proposal development including proposal strategies, risk analysis, and execution plans. I identified and highlighted technical risks in projects on the basis of tender documents and the basic engineering package. I drove engineering for all projects across the organization, identifying and implementing value engineering initiatives as appropriate. I managed the Annual Budget for all operational departments. I provided project management, engineering, and project execution oversight for an EPFC LNG project, joining at the FEED stage. I coordinated and communicated with various commercial and operational groups on constructability, value engineering, field fabrication principles, and module construction execution through all phases of the FEED stage, including the Execution Plan, Level 4 “Master Schedule”, contractor execution procedures, and establishment of hiring standards, training, and the Safety Management System. I applied basic engineering concepts and developed a project execution plan for the successful delivery of the project.I assembled a multicultural international team to execute onsite EPFC tasks associated with Wheatstone LNG, Cooling System, OSBL, the Domestic Gas Process system, and a Slugg Catcher, managing a team consisting of 134 staff and a direct hire craft labor force of over 7000, executing over 22 MM Safe manhours without an LTA. I developed capital, revenue, and expense projections and performed economic evaluations. I collaborated with partners, customers, the community, government agencies, and other stakeholders to effectively communicate project goals and objectives.• I managed the project through its full lifecycle, preparing the RFQ, bidding and awarding all 3rd party subcontracts, NDE, cold insulation, specialty fabrication, pickling, specialty painting, and fireproofing.• I directed the team in completing and testing 77 modules (67000 MT overall) ranging in size from 1500 to 9000 Metric tons, achieving all KPIs as outlined in the primary contract.• I provided all logistics, including scheduling, grillage design, loading, and shipping of modules to their destination in Onslow, Australia.

I joined Al Barih Contracting to assist in the company diversification / upgrades necessary to perform US government infrastructure EPC contracts within the borders of Iraq. I implemented business strategies for securing project work for the Army Corps of Engineers, AFCEE, Weston Solutions, and Haliburton. I performed proposal development, to include Risk Analysis, T&C reviews, LD reviews, and Execution strategies. I set up estimating systems with bulk standard unit rates necessary for proposal development. I maintained the base line schedule for calculating our progress and verifying budget limitations and prepared monthly reports for US government military oversight committees.• I performed training of the Al Barih staff on the method of securing and executing Army Corp of Engineers, Lump Sum (US Government) Contracts, to include 3rd tier specialty contractors and AFCEE, Cost Reimbursable (US Government) Contracts, to include 3rd tier specialty contractors.• I maintained the interface to the Corporate Engineering group during FEED development and set up field Management Teams: Supervision, Safety, Security, Quality, Project Controls.• I established Camp quarters and amenities for management staffing and security personnel and contracted Camp security forces from international resources.• I executed $800M in EPC projects within the borders of Iraq,• I developed western style Safety programs, procedures, and performed internal training of Iraqi workers, executing over 15 MM safe manhours.• I established Material receiving and handling procedures and was the contact point for imported materials or specialty contractors

I was the senior Weston Solution representative assigned to Iraq, providing oversight for multiple management teams executing EPC projects in various locations within Iraq. I operated as the General Contractor for AFCEE and Army Corp of Engineer EPC projects. I interfaced with US government engineers on all engineered systems within the project scope. I assembled American / Iraqi onsite staff for management / quality / safety teams, and developed contract strategies for 3rd party subcontractors and execution plans and Level 4 “Master Base line Schedule”. I reviewed and approved 3rd party contractor execution procedures.• I established, developed, trained, and implemented Safety systems and procedures to meet US Government standards and executed 7M safe manhours.• I executed EPC projects in accordance with the master plan with a total TIC value of $250M.

I was assigned as the field site manager on the Atofina, Sulfox Project, a facility expansion to incorporate Acrolyn and MMP units, aa New Control Room, Warehouse Building, Maintenance Building, associated utilities, and infrastructure. This project included converting the existing Control Room from a pneumatic to a digital process. The contract value of the EPCM project was $145M. Our management team consisted of 45 staff and aa direct hire craft labor work force of >2500.• Executed on a pure Construction Management basis consisting of 16 subcontractors and various 3rd tier subcontractors in an extremely dangerous environment because H2S was a component in the process. I implemented safety procedures to include a 5-minute air-pack mandatory element within facility.• I received the VPP star recognition award from OSHA for outstanding safety performance and standards development.• I served as the primary interface with Jacob’s corporate Engineering group to address constructability and value engineering.• I performed all reporting to Senior Management groups for both Atofina and Jacobs.Control Room from a pneumatic to digital process.
