Managed 6 professional and technical staff that solved our customers’ problems by providing effective and efficient project management from inception, design, procurement and permitting to final construction completion. Projects range in complexity and cost from less than $5,000 to over $13M, including permitting,, construction, and inspection services of SHWMD’s Deep Injection Well (DIW) for leachate disposal. Achieved DIW start-up on time and within budget despite supply chain delays of critical elements such as variable frequency drives and air release valves.

Managed 10 supervisors, technical, and professional staff that develop, implement, and maintain the Enterprise Asset Management (EAM) and GIS/CAD systems for the Public Utility Department (PUD), Public Services Department, and County Manager’s Office with assets totaling over 920,000.  Conducted special studies for the Department such as a GIS Analysis of Sanitary Sewer Overflows (SSO) since 2005 with particular focus on weather-related events.

Managed the City’s Utility Division that included water production, treatment and distribution, wastewater collection and treatment/reclamation, and reuse distribution systems while ensuring water quality compliance. Directed the day-to-day work of 50 supervisors, professional, and operations staff. Served as Facilities Operations Manager, first (sequestered) shift for all the City's water, wastewater and reclaimed water infrastructure and operations during Hurricane Dorian.  Investigated and diagnosed abnormal operating activities and oversaw corrective actions to resume full compliance. Prepared and reviewed professional reports and technical and statistical data received from or directed to Commissioners, local, state, federal, media and private entities.

Oversaw construction management, customer service, water quality compliance monitoring/reporting by City’s state-certified laboratory, asset management and GIS. Directed the day-to-day work of 24 supervisors, technical, administrative, and professional staff. Served as Facilities Operations Manager, recovery shift for all the City's water, wastewater and reclaimed water infrastructure and operations day immediately after Hurricane IRMA landfall.  Led the problem identification, resources allocation, and implementation of 65+ new sampling stations, resulting in 100% reduction in positive bacterial samples that had averaged 7 per month.  Served as project manager for $55M+ in active CIP projects including scoping, selection of engineering design consultants and construction contractor, resident complaint resolution, and day-to-day oversight.  Supervised water quality monitoring, analyses and reporting of water treatment plants, a wastewater reclamation facility, water and reuse distribution and sewer collection systems for 130T+ city residents.

Managed the City’s $9M annual budget to protect the City’s water portfolio, ensure water quality compliance and implement an aggressive water conservation and recycling program. Directed day-to-day work of 19 supervisors, professional, technical, and administrative staff including cross connection program, water quality compliance permitting/monitoring/reporting, state-certified water quality laboratory, industrial pretreatment, stormwater inspections, and water conservation and recycling outreach, education and compliance. Negotiated a 15-year modification to the City’s Designation of Assured Water Supply to include overseeing hydrogeological investigations and modeling, water production management, sales data for nine water utilities, and the preparation of annual regulatory reports. Supervised water quality monitoring, analyses and reporting for water treatment plants, well fields, wastewater reclamation facilities, water and reuse distribution, sewer collection system and stormwater system for 160T+ city residents. Assisted in scope development and consultant selection, then served as technical expert in Peoria’s 2015 Integrated Water Utilities Master Plan project.
