I provide strategic advice to public and private sector clients to deepen the understanding of the interdependencies in the transportation system, identify and create opportunities to achieve results, and navigate local and federal regulatory environments. My expertise is at the intersection of physical and digital infrastructure, cities, freight and supply chain, climate, roadway safety, the regulatory environment, and the structures and systems needed for success.

Appointed by the President and confirmed by the United States Senate to serve in a senior executive role within within the Department of Transportation, directly reporting to Secretary Pete Buttigieg. Leadership oversight of 1,200 employees nation-wide, and an operating budget of over $675M. Prior to Senate confirmation, served in the Acting/Deputy Administrator role as the interim head of the agency.

Appointed by the President to serve in the the Office of Policy of Secretary Pete Buttigieg. Core team member on the Bipartisan Infrastructure Law (BIL) from first stages through implementation. Created the first of its kind $5B Safe Streets for All competitive grant program. Led the development of the Department’s National Roadway Safety Strategy for the United States to address the crisis of fatalities on the nation’s roadways. Working with nearly every mode of transportation, provided strategic advice and direction on Department-wide policy issues with a nexus to safety, including pandemic response, automation, aviation, and technology.

Implemented a climate-first program sweeping across multiple disciplines and resulting in initiatives to decrease the immediate effects of climate change. Directed a 1,100-employee department including all transportation functions, drinking water, surface waters and sewers, solid waste, recycling and organics, and City’s fleet of vehicles. Responsible for an operating budget of $360 M, and Capital Budget of approximately $4B over five years. Implemented Vision Zero, a strategy to eliminate death and serious injury as a result of traffic crashes. Established a Public Works Smart City team to advance work in technology, digitization, shared mobility, freight and last mile delivery, and curb management. Commitment to equity, harm reduction with a focus on equitable transportation programming and flood mitigation using a criteria-based system to over-invest in Racially Concentrated Areas of Poverty (RCAP).

Identified needed transportation improvements, and developed state of the practice for planning, design, and installation of innovative projects, including the nation’s first urban protected intersection for biking and walking. In collaboration with the Utah Transit Authority, and the Salt Lake City Redevelopment Agency, oversaw the planning, design and construction of the City’s first streetcar line.

I joined the firm in 1997 as the 38th employee. I was mentored by the President of the company and I established foundational values of entreprenuership, growth mindset, self reflection, and service. Learned the basics of transportation planning, including travel demand modeling, traffic impact analysis, and was at the leading edge of the transformation of streets for walking, biking and transit. Led multi-disciplinary teams to execute successful project, and expanded the company's portfolio to serve transit agencies and local government. Mentored staff, participated in corporate mission, and ultimately contributed to the profitability of the company.
