MMIS is a national annual conference where state and federal government and private sector vendors meet to explore issues related to Medicaid information systems. As a representative of the private sector, I served on conference planning committees, organized panels and facilitated discussions.

As an adviser to CEO, Barbera Bridgewater, I helped shape company strategy and policy. Together, we explored ideas and innovations, which I fleshed out, documented and implemented. I developed and branded new service products, organized our presence at the Montana and Rhode Island MMIS conferences, and developed other marketing avenues.

As a board member, I helped set the policy direction for GLMA. I participated in hiring an executive director and providing feedback to the new ED. I reviewed the treasurers reports and helped make budget decisions. I was co-chair of the conference planning committee for the 2006 conference.

As an independent consultant, I provide data analysis, reporting, fraud detection and marketing. I've worked with small businesses, state governments and nonprofits. I have specialized knowledge of Medicaid and other healthcare systems. I run the website http://mathiasconsulting.com, the top site for healthcare fraud cases.

I turned the informal association into a 501c3 organization and raised the money needed to get ISNA off the ground. I instituted the development program and grew the income from $5,000 to $150,000 per year. I created and administered all direct mail campaigns, analyzed data to target fundraising, created reports to evaluate development effectiveness, and wrote the first grant applications, both of which were funded for the requested amount.I served in various roles, including: volunteer, board, treasurer and staff.

Designed standard reports shipped with MEDSTAT’s state of the art decision support system, including fraud and abuse detection algorithms and reports. Completed QA testing of ad hoc report writing capabilities. Trained clients to use MEDSTAT products for fraud and abuse detection and investigation. Specified and analyzed reports to estimate the extent of fraud and abuse for Medicaid and Medicare clients. Supported the sales team by creating demo reports and helping with proposal writing.

Managed implementation of new decision support system and EIS to improve data retrieval and analysis. This included specifying Indiana’s business requirements, participating in JAD sessions, approving the mapping of data to the new system, approving system design, user acceptance testing (UAT) and managing the project and contractors. Managed program budget forecasting, including supervising actuaries, making budget recommendations, and preparing the budget forecast. Explained and documented the estimation process in a way that allowed decision makers to participate in a more sophisticated manner, and created a relationship with the legislative analysts that built trust in the estimates.
