Robin Horn is a senior education policy consultant and former World Bank education sector practice manager and director at the Children’s Investment Fund Foundation. Since 2019, he has been an international education consultant providing policy advice and strategic analysis for the government leadership of Sierra Leone, The Gambia, and Somalia, and to the education leadership at the World Bank and the Gates Foundation. Robin was partner at The Holborn Group, Ltd., a London-based consultancy, helping strategic planning in private foundations such as the Gates Foundation and Imaginable Futures. From 2016 to 2018, Robin was the senior director and acting executive director at Ark’s Education Partnerships Group, where he oversaw the design of government-facing education programs focused on public-private partnerships and accountability systems. From 2013 through 2016, he was the Director for Education at the Children’s Investment Fund Foundation (CIFF), where he led the early learning strategy and investment program. Between 2006 and 2013, Robin was the Education Practice Manager of the World Bank where he was responsible for strategy, sector policy, data, and the quality assurance of the $25 billion portfolio of education projects. One of his min technical contributions was the “Systems Approach for Better Education Results” (SABER) initiative used to assess the performance of a country’s entire education system. From 1992 through 2006, Robin led the World Bank’s education lending and policy research program for Brazil and Turkey. Before joining the World Bank, Robin was an international economist at USAID and a research associate in a Washington DC private consulting practice. Robin has a Ph.D. in Economics of Education from Columbia University, New York. Robin lives part of the time in Washington DC, in Los Angeles, and in London.
