One 30-day deadline was going to cause the loss of $1.4B of grants to crime victims who desperately needed some help. I stepped out of the role of factfinder and program review and suggested a technical approach to circumvent the buggy application. As a result the funds, which were considered lost, were all obligated, Further, the remaining billions of dollars of funding to law enforcement and other victims were subsequently obligated before the calendar year passed. Since then I have worked to set up a modern product management process. Both code quality and program velocity are improving fast. Atos: Acting Program Manager in pursuit of a very large IoT and Edge analytics micro-retail opportunity. Xcalar, Inc.: Delivered to CEO a new data analytics product plan based on best-in-class data engineering, data science, data management, and cloud computing products. This innovative plan was to be a blueprint for the companies future.State of California: Delivered to CIO of the Alcoholic Beverage Commission a proposal, technical approach, and budget for two new digital services. Completed the effort in 1/2 of the time budgeted. The result was approved, funded, and solution procurement is underway. While still part of the Obama Administration, actively recruited by the Department of Healthcare Services to lead an initiative to modernize the Medicare Management Information Systems (MMIS) platform. IImplemented standards for modern software engineering (Cloud, DevOps, CI/CD). Composed a plan, approach, and budget for a complete modernization effort approved by the state legislature.
