Established the first program management team at AT&T supporting the national Radio Access Network (RAN) organization enabling improved program control over RAN Planning management, spectrum acquisition and FCC mandated build out compliance, regulatory support, and network upgrade management.Drove FCC Cellular Geographic Service Area (CGSA) compliance metrics from a state of complete failure to a completely compliant network within 18 months by establishing a rigorous analysis and reporting structure and supporting all market personnel via FCC rules education and quality control adherence.Led the creation of multiple automated tools enabling AT&T RAN teams to move plans for network growth through ideation and into execution 50% faster than previously measured allowing more optimized capital spend and quicker speed of deployment. Managed all spectrum acquisition build out requirements to ensure AT&T reached mandatory minimum coverage requirements of its 700MHz spectrum assets while at the same time establishing new program management solutions for future acquisitions.

Directed the capacity and performance management of the Layer 4 Mobility engineering team supporting the voice and packet core networks for AT&T Mobility markets. Managed a +$1 Billion spend budget while at the same transitioning from GSM/UMTS network management to LTE 4G deployment and preparing for 5G future state of the network.Responsible for the capacity and performance metrics for all 28 AT&T markets (over 250 locations) as well as several national aggregate platforms supporting mobility voice and data traffic. Equipment supported included MSC, SGSN, MME, and voicemail platforms.Established rigorous engineering guidance to optimize capital spend across the network and successfully took this team from a state of dozens of capacity and performance metrics violations in 2011 to a completely green and stable capacity and performance state within 18 months.Prior to reassignment, implemented several in-house educational opportunities to bring previously outsourced work back into AT&T and avoiding tens of millions of dollars in unnecessary expense costs.
