The organization has over 20 major facilities, including the Civic Center campus, public safety stations, water and wastewater plants, water well sites, municipal court, a public works operations center, libraries, community resource centers, and a sports center complex. Simultaneously served as the Chief Security Officer (CSO) for the City and its utilities enterprises. Achieved award-winning work with partners on cybersecurity resilience, intelligence sharing, operational and utilities security, a new education/development channel, and multi-sector collaboration.

Directed information technology functions and the local telecommunications utility for the full-service municipal government and utilities, in a university community. Internally, responsibilities focused on setting work plans and resource priorities for IT while developing technical staff to support the goals of City Council and departments. Ensured coverage of major service sites, hydroelectricity and water treatment plants, and a municipal airport. In addition, directed operations of the cash-funded municipal telecommunications utility, Ashland Fiber Network (AFN), leading a successful and rapid turnaround effort. Developed the utility’s strategic business plan with the executive board, improving revenues by almost 10%, cutting cost of operations by 14%, increasing debt pay-down by 15%, tripling capital investment, and growing market share from 41% to 46% in one year. Managed services for customers across Internet, cable television, services, and business data lines. Oversaw the utility’s physical plant of ~150 miles of fiber and cable, the cable television head-end facility, communications towers, and network management systems. Also directed service partnerships with local businesses reselling utility services.

Managed the enterprise information technology portfolio and architecture, long-range planning, budget process, all online services, procurement and contracts, and policies for the full-service municipality of ~360,000 citizens. Directed IT for the City's Insurance and Claims/Risk Management Division, led the City's participation in the ICMA Center for Performance Measurement and benchmarking, and oversaw IT coordination across city enterprises. Led critical projects. Organization consisted of approximately 2,500 FTE, over 25 major municipal and public safety sites, an annual city/utilities budget of approximately $1.5 billion, and general government IT budgets of over $8 million.
