Serves as the legal advisor to a federal judge on all aspects of criminal law, constitutional law, rules of evidence, and courtroom procedure. Thoroughly reviews pleadings and the record of trial to prepare comprehensive bench memos that analyze the legal and factual issues presented in a cross-section of cases the Court will review, and drafts majority and separate opinions for the judge’s review. Directly supervises two law clerks who prepare these written products in the other cases the Court will review. Provides the judge clear and cogent recommendations on his responses to other judges' written opinions, to include dissenting opinions as necessary. Serves as a professional mentor and military justice subject matter expert to law clerks and staff attorneys throughout the courthouse. As the Court's ethics officer, prepares and signs in-depth, formal ethics opinions that analyze and apply the Code of Conduct for United States Judges and the Code of Conduct for Judicial Employees. Serves as the Court's principal representative to military legal offices in the field that host the Court's Project Outreach oral argument program.

Hand-selected in the final months on active duty to temporarily fill a vacancy on the Navy JAG Corps' executive leadership team. Exercised supervisory authority over the Navy and Marine Corps’ judiciary at the trial and appellate levels. Oversaw all inquiries into alleged judicial misconduct, and served as the community leader for the Navy's 100-member litigation career track. Conceptualized and conducted assessments of the trial judiciary in the field at four domestic and international locations, resulting in judges receiving valuable feedback on their performance. Chaired the board that reviewed Navy and Marine Corps lawyers' applications to identify and recommend those who were highly qualified for service as military judges. Successfully supervised all preparations for the Navy to host oral arguments held by the U.S. Court of Appeals for the Armed Forces in San Diego, California. Provided professional mentorship to numerous junior attorneys who aspire to become litigators.

As the senior jurist of the highest court in the Department of the Navy, led and mentored 17 judges and 3 law clerks. Reviewed records of complex felony level trials, analyzed pleadings of appellate litigants, and prepared judicial opinions that resolved appellate issues and achieve justice in each case. Authored 34 judicial opinions. Planned and executed all aspects of a successful appellate judicial training conference for all U.S. military services and for appellate judges who oversee the Canadian military justice system.

Led team of 8 attorneys and oversaw all aspects of Navy criminal law policy, including the drafting and framing of the regulatory framework that implemented the major reforms of the Military Justice Act of 2016 Provided legal support to task force combating sexual assault in the military. Personally prepared the senior uniformed attorney of the Department of the Navy to testify before subcommittees of the Senate and House Armed Services Committees. Provided advice to Navy leadership on on all legislative and regulatory proposals affecting military justice, and explained the potential impact of draft legislation to congressional staff members. Chaired the joint military committee responsible for coordinating criminal law policy across the U.S. Armed Forces.

As the senior trial judge, provided oversight to the U.S. Navy's busiest and most complex judicial docket. Demonstrated mastery of criminal law, rules of evidence, and procedure as the presiding judge in 21 contested jury trials, 3 contested bench trials, and 58 guilty pleas with adversarial sentencing hearings. Developed 4 junior judges, and mentored colleagues around the world on effective judicial writing. Epitomized judicial temperament and courtroom control during high profile cases including a Navy officer charged with espionage involving extensive pretrial litigation, a three-week trial in the case of a junior Sailor charged with murdering his 3-month-old son, and the pretrial phase of a common trial of 3 Navy SEALs accused of detainee abuse allegedly committed in Afghanistan.

Led and managed 30 attorneys and 48 support staff in 14 offices providing prosecution, general counsel, and civil law advice to military, retiree, and civilian clients spanning the U.S. Navy's 7-state Southeast Region. Implemented major organizational restructure that increased efficiency in the delivery of services. Successfully prosecuted felony level cases, including a senior Navy officer who sexually assaulted a subordinate and a senior enlisted Sailor who sexually abused his grandniece.
