For the Nuclear Regulatory Commission General Licensee radioactive device registration process, set up, configured, and implemented an Optical Character Recognition (OCR) image scanning solution. Created Master Templates required to satisfy the Federal radioactive device registration process . Established database connections for specific machine and hand print zones, aiding in the verification/validation process of the data. Set up and configured the multi-user networked environment allowing multiple batch handling and multiple verification operators to increase efficiency and production. Fine-tuned the Intelligent Character Recognition (ICR) parameters to greatly increase scanning speed, accuracy, and to save disk space by reducing image archive file sizes.For Wolf Run Realty provided website support and website related business process improvement support. For Applied Computer Engineering (ACE), created a billing system to facilitate Public Key Infrastructure (PKI) billing capabilities. Provided full life-cycle software development including user and systems requirement analysis to meet both the government and customer’s requirements. Support included systems/database design, implementation, test, production, training, documentation, maintenance, and user support for a highly complex billing system. This billing system was custom developed in Visual Basic 6 (VB6) with the Crystal Reports Design Component (RDC) to handle complicated Federal Government contract requirements with 6 different billing types (CLINs). Provided capability to import data from a secure facility, automated email capabilities, online reporting with exports to html (.htm), Excel spreadsheet (.xls), and rtf formats (.rtf). Created numerous reports and a highly complex customer invoice report with multi-level nesting (6 levels of nesting) with an online, print, and export-to-web capability.Provided consulting services to Digital Acumen for the wireless transmission of conference information and medical standards guides to mobile devices. Attended trade shows and operated transmission stations designed to transfer specialized hand held software for medical professionals. Support included transmitting applications and user support to instruct proper use of the applications in the mobile operating environment.

Lead Programmer for a team of 5 engineers and programmers to develop the Pre-Positioned War Reserve Material Stock System (PWRMS). This project, delivered ahead of schedule, re-engineered a legacy COBOL system in Ada using Object Oriented Development and programming.Worked on the Navy World Wide Military Command and Control System (WWMCCS), Site Unique Software Modernization (NWSUS) Program re-engineering over one million lines of COBOL in Ada. Assigned to reuse library staff where responsibilities include: identification, design, coding and implementation of reusable software components. These components were developed using Object Oriented Development techniques in accordance with DOD-STD-2167A. All components were developed to maximize reusability with emphasis on genericity, portability, encapsulation, modularity, understandability, maintainability, reliability (graceful degradation), and information hiding. Development included all necessary documentation. Software was developed using the Rational R1000 Development environment and its fully integrated set of computer aided software engineering (CASE) tools.

Solely responsible for a 71% improvement in run time of the system's major (COBOL/TURBO-IMAGE) database update program. Developed Legal Compliance Tracking System. Designed TURBO-IMAGE database structure. Solely responsibility for database management programs(TRANSACT), report programs(BRW/V), and user friendly screens(VPLUS). Engineered, on demand, system modifications to existing applications, included needs analysis, design, coding, testing, debugging, and implementation of the upgraded system in to the client's current production environment.Developed numerous system utilities including printer control UDC's (user defined commands) for the department's LaserJet Series II, and a document production system for support personnel.Projects included optimization, design, and implementation of major enhancements and modifications to user friendly, Secured Lending Tracking System.
