Leads IO's newly-created Commercial Resolutions Group (Formerly Dispute Management Group). The Commercial Resolutions Group is IO’s center of excellence for preventing, managing, mitigating and resolving disputes between IO and private sector project partners. Works with project teams to resolve disputes on the merits. Promotes continuous improvement based on lessons learned from actual disputes and potential disputes.

Led a team of project management, legal, finance, communications and strategic sourcing professionals who procure and support the delivery of IO's portfolio of light rail transit projects through public private partnerships. I provide strategic direction, leadership and support to Project Directors and their teams. Projects in procurement include Finch West LRT (DBFM), Hurontario LRT (DBFOM), and Hamilton LRT (DBFOM). Projects under construction include Eglinton Crosstown LRT and Ottawa Confederation Line LRT.

Led the procurement of the Eglinton Crosstown LRT Design Build Finance Maintain (DBFM) project (www.thecrosstown.ca). Achieved financial close CAN$2 billion under budget. Exercised primary commercial responsibility on behalf of IO for risk allocation. Adapted IO template contracts and processes to reflect the unique circumstances of the project and to ensure that the project is developed and procured as a biddable, bankable PPP project. Led pre-transaction financial and technical due diligence to ensure project readiness. Jointly responsible for ensuring that the the project is delivered on time and on budget.

Led the procurement of a portfolio of AFP social infrastructure public works projects on time and on budget. Representative projects include:• Forensic Services and Coroner’s Complex (DBFM)• Toronto South Detention Centre (DBFM)• Ontario Provincial Police Modernization Project (DBFM)
