POPS is an IT infrastructure system in the sustainment phase that is responsible for the processing and delivery of global meteorological and oceanographic prediction data throughout the Navy, the DoD, and other governmental agencies.

Responsible for overseeing all elements of a PMW 120 Program of Record, including scope, schedule, cost, quality, risk, staffing, procurement, communications, and stakeholder management. The Program Team was responsible for planning and implementing the test, evaluation, and integration of several complex software applications into a secure IT infrastructure, as well as providing process analysis and process improvement recommendations for multiple systems throughout the employment of the operational concept.

Responsible for overseeing all elements of assigned projects, including scope, schedule, cost, quality, risk, staffing, procurement, communications, and stakeholder management. Projects included custom-developed geolocation devices, custom software application modifications, and Process and Policy development within the Office of the Chief Engineer.
