Partners with assigned service units providing consultation in the areas of employment, benefits administration, human resources information systems and report writing, retirement, leaves of absences, workers compensation and employee and staff development activities.Consults with assigned service units to develop and sustain partnerships to ensure the successful integration of strategic human resources solutions and organizational goals.Participates in the planning, selection, implementation and administration of human resources programs.Evaluates and monitors programs and activities to ensure compliance with County policy, legal and contractual requirements; makes recommendations for modifications as needed.Conducts and coordinates reviews and analyses for operational efficiencies and makes recommendations to maximize organizational effectiveness.Conducts focus group meetings to enhance and maintain positive employee and service unit relations.Assists assigned service units with the application review and interview process to select qualified applicants to fill authorized positions.Conducts and coordinates wage and classification analyses to develop and revise job descriptions and to make classification adjustment recommendations.Reviews complaints from employees alleging violations of County policy; coordinates the investigation of such complaints and recommends appropriate action.Assists in representing the County in labor contract negotiations; reviews and conducts data analysis and prepares comparability information.Compiles, analyzes and prepares cost estimates of union demands and employer proposals for collective bargaining.Conducts labor market surveys; compiles and prepares related reports.Researches, compiles data and reports on various issues of a confidential nature that are pertinent to human resources and labor relations planning and activities.
