As the Manager of the New Source Review Group (NSRG), Air Quality Policy Division, Office of Air Quality Planning and Standards, Office of Air and Radiation, I am responsible forprotecting public health and the environment by leading the development of regulations,policies, and strategies regarding the Clean Air Act (CAA) New Source Review (NSR)permitting program (under CAA title I), the Outer Continental Shelf (OCS) program (underCAA title III), and the General Conformity program. Our work involves reviewingand advising on state implementation plan (SIP) actions to support implementation of thenational ambient air quality standards (NAAQS) as well as title V operating permits acrossall ten EPA regions, impacting all major and minor stationary sources across the nation.My responsibilities are bifurcated with respect to my supervisory role of program staff and my duties to serve as the national program manager for the implementation of the NSR and OCS permittingprograms and the General Conformity program.

Lead regulatory efforts in the development of New Source Performance Standards for residential wood heating devices, including rule amendments, technical corrections, and clarificationsAs the project lead, provided technical expertise and policy leadership on the risk and technology review (RTR) of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for primary and secondary aluminum, and asphalt processing and asphalt roofing manufacturing, as required by Section 112 of the Clean Air Act Amendments of 1990 (CAA); Led risk and technology reviews using the Agency’s standard action development process, including data gathering from industry via information collection requests and trade associations to characterize emissions; analyzed and managed data necessary to complete risk assessments; investigated advances in control technology; developed guidance for small businesses to help streamline the learning process for new regulations and prepared final regulatory actions; lead team efforts to resolve litigation and petitions in relation to rulemakings under CAA Sections 111 and 112; As team lead for the Sector Policies and Programs Division (SPPD) Technical Training Team, facilitate in-house regulatory and technical training to address the training needs of the division by providing over 75 technical training sessions since the team’s inception in 2012 resulting in increased technical expertise of staff and monetized training benefits to the division and the Office of Air Quality Planning and Standards (OAQPS);Coordinated the implementation of Rule Writers University (RWU) to provide new and existing rule writers with online training; collaborated closely with the team to provide a training curriculum comprised of 23 online courses, initially designed for division staff; RWU’s success lead to inclusion of training for all divisions within OAQPS and other EPA regional offices;

As the Environmental Manager, I was responsible for overseeing compliance with hazardous waste regulations, air, water, emissions source testing, PSD avoidance, PCBs (TSCA), asbestos removal, underground and aboveground storage tank management, CERLA remediation projects, and waste water treatment plants. I was responsible for all government reports associated with air emissions, MACT reports, Tier II, Form R, Biennial Hazardous Waste reports, waste water monitoring, storm water monitoring, etc. I was responsible for 13 Title V facilities, 2 Synthetic Minor, 3 Prohibitory Small, and 15 Small facilities regulated by the CAA. We also had 14 NPDES permits, 16 storm water permits, 16 SPCC plans and 13 LQGs of hazardous waste. I conducted audits, training and maintained all of the corporate environmental files. I acted as the company’s liaison during government inspections, permit and Consent Order negotiations.
