In collaboration between the Soros Foundation and Teachers College, I participated in a four team research team to conduct research in the Republic of Georgia with the Open Society Georgia Foundation (OSGF) in order to evaluate an educational decentralization reform and determine implications for future development and expansion by the Georgian government nationwide. A formative objective program evaluation report was developed with a focus on the impact of the EDMD project within the pilot schools, and from those documented outcomes assess the sustainability of decentralization within educational institutions on a national scale. Therefore, the evaluation report provided valuable recommendations and implications for future policy considerations to the OSGF, the Georgian Ministry of Education, and other organizations developing sustainable capacities within education for Georgians.
