Provide leadership and strategic management for operations and maintenance of INL non-nuclear real property assets. Implement performance-based approach to real property life-cycle asset management, linking through practice at INL, real property asset planning, programming, budgeting, and evaluation to program mission projections and performance outcomes. Balance acquisitions, sustainment, recapitalization, and disposal to ensure assigned non-nuclear real property assets are available, utilized, and in a suitable condition to accomplish the Laboratory’s missions. Work closely with the Campus Development Office on facility and infrastructure strategies for INL, including sustainability projects. Responsible for approving technical documents that implement hazard controls and authorizing work. Maintain effective relations with facility tenants, as well as city, state, and federal entities and other operating organizations.Provide landlord and organization “storefront” for managing over 623,000 square feet of diverse support, radiological, R&D facilities and test ranges spread out over 890 sq miles of the INL. This includes supporting structures, utilities, ground water wells and the power distribution system. Home and/or work organization for approximately 90 exempt and non-exempt staff, and bargaining unit personnel with an annual budget of $16M+, and a customer base of over 200 tenants.Provide leadership to INL experimental fabrication enterprise consisting of fabrication facilities at ATR, MFC, and REC with research embedded technicians to support and enhance the INL mission and strategic outcomes.

Manage home organization functions for crafts personnel these include: Human Resource/Labor Relations, training, and qualifications to the work organization to which they are assigned. The department is a multi-skilled organization that provides maintenance services for programs, projects, and facilities site-wide. This organization consists of approximately 90 crafts, support equipment, vehicles, and tools required to support the Idaho National Laboratory (INL) mission. Our people operate the landfill, sign shop, maintenance of roads and grounds, base freight, transportation services, INL railroad lines, and the INL power distribution system (Scoville Power). These operations are spread over a large geographical area exceeding 900 square miles.

Manage INL R & D Manufacturing Services. Manage machine/fabrication facilities at Materials and Fuels Complex (MFC), Advanced Test Reactor Complex (ATR), and Mock-up area at MFC. Oversee and ensure technical and safety of the operations; ensure quality, cost, and timeliness of the products; ensure compliance to all applicable regulations, policies and procedures; and provide key interface with customers.

Provide leadership, innovation and creative solutions to research team developing plasma gasifier systems (HelioStormTM). The system is designed to meet small scale waste processing needs while producing clean, energy-rich product gas to make electricity, liquid fuels, or chemicals. Provide day-to-day production guidance: design, external fabrication coordination, fabrication, staffing, work direction, and partnership collaboration. Partnering with INL (work of others agreement) and Creare LLC on Navy SBIR Program funds.

Council Member assignments were the following: Library Liaison, Water and Sewer. Major accomplishments are listed below.• Worked with council to rebuild Ririe’s ultra-violet waste treatment unit and resolved problems with two aeration systems in the waste water lagoons.• Prepared grant to build a small greenbelt in Ririe. Worked with property owners to get two sections of property donated to use for this purpose and use as matching dollars in grant application. Received notification of grant approval of $73,000 by the Idaho Parks and Recreation board. • Committee Member - Drinking Protection Committee - Worked with committee to develop a Drinking Water Protection Plan for the City of Ririe. Also help to prepare a National Security grant for $20,000 in 2004.• Coordinated class project with University of Idaho classmates to install a local area network for the city and library and eliminated two dial-up connections.• Assisted in helping the City of Ririe to get a 2.2 million dollar grant to upgrade wastewater collection and treatment system. Worked with engineering firm to get SCADA system for Freshwater and Waste water system.
