In this executive leadership role, I oversaw the operations, maintenance, paratransit, safety, and security for the City of Gardena’s bus routes with an annual operating budget of $18M and a team of 120 operators, mechanics and administrative staff. My primary goal in this role was to maximize the quality of our transit services by increasing the timeliness of our operations, reducing costs, and improving service quality for our bus lines. I managed the construction of a new $5M CNG facility by serving as the internal project manager for GTrans, coordinating with contractors on construction efforts, and managing the project’s budget.KEY ACHIEVEMENTS:• Implemented an innovative automatic passenger counter system that enables our department to more accurately track passenger numbers and other key performance metrics• Supported CAD/AVL vehicle locator systems to track and monitor bus operations and systems in real time • Integrated 18 compressed natural gas buses into our fleet to reduce our carbon footprint; this initiative notably reduced C02 emissions by 37% (equivalent to 564 cars off the road every year) with an eventual fleet of 46 natural gas buses.• Initiated the switch from hybrid electric buses to electric buses and training of staff on operations and maintenance for the new buses• Developed public transit safety protocols, initiatives, and service adjustments during Covid-19

In this executive operations management role, I oversaw bus operations, service planning, vehicle technology, ADA para-transit service, maintenance, and customer service initiatives with an annual budget of $20M. Specifically, I managed operations for 30 bus routes, 6 direct reports and a team of 125 people. One of my biggest projects involved the development of the Cortana Mall Transit Center: designing operations, identifying funding sources, and coordinating design and construction efforts.KEY ACHIEVEMENTS:• Served as the lead negotiator on labor agreement with ATU that improved operational efficiency• Drove improvements in cost savings, attendance and on-time performance – specifically, my strategic initiatives reduced overtime costs by 1/3 and offered raises to labor groups that came from these cost savings

I launched this consultation agency after 19 years working for LA Metro. I consulted for transit agencies around the country and internationally on service planning, operations, scheduling, strategic planning, and capital planning. KEY ACHIEVEMENTS:• Planned a new, 18-route bus network for a new ground-up city construction in Qatar to support their World Cup hosting opportunity; also designed the criteria for transit set-up and created plans for integrating buses with the rail system, as well as linking residential, commercial, and city transit systems for maximum efficiency• Assessed the bus rapid transit system in Washington, D.C.• Assessed service operations and developed a redesigned route network plan in Detroit, MI• Implemented a new bus route network in Baton Rouge by expanding from 18 routes to 30 and helping them implement strategic plans, schedule service, design amenities (bus shelters), and develop criteria for placement of amenities and transit hubs

As the head of the service development department, I was responsible for planning the 130-route bus network, scheduling services, implementing efficiency mechanisms and analyzing the performance of current systems.
