First and foremost consumer cyber security requires an enormous marketing budget to push it. Also, Apple and Google started taking security very seriously and the closed software environments on offer at Apple and the measures Google takes have made a difference to the consumer. - All the solutions exists to make individuals more secure online, it's just they have never been widely or evenly distributed.
