Led team of 300 personnel responsible for all turbine engine testing at Arnold Engineering Development Complex. Conducted many aspects of contract transition; developed organizational structure, inspected infrastructure and facilities, reviewed technical documentation and work processes, interviewed and hired incumbent personnel. Immediately after contract start, led team through a complex set of maintenance and improvement projects in preparation for a return to test operations.

Led development of all technical aspects of multi-billion dollar proposal. Authored responses to technical scenarios and developed the project execution plan; worked transition plan, security plan, organizational structure, innovations and efficiencies. Created charters for technical and mission advisory boards, and populated them with nationally-recognized experts. Delivered proposal on time--anticipating contract award in 2017.

Edwards Afb, California

Led a team of 1300 military, civilian, and contractor personnel accomplishing high-risk developmental and operational flight testing of all three variants of the F-35 aircraft. Oversaw execution of $110M annual budget, conducted strategic planning, fostered government/contractor relations, and maintained test program oversight on behalf of the F-35 Program Executive Officer. Interfaced directly with senior leaders (VP and above) at the prime contractor, Lockheed Martin, Fort Worth. Reported directly to Air Force senior leadership on all F-35 flight test issues.

Led a 2500-person organization responsible for over 9000 test and test support missions per year, with a $500M annual budget. Orchestrated realistic test, training and mission rehearsal events for multiple customers, using Test Range resources. Made strategic investments & upgrades to Test Range capabilities, facilities & infrastructure, to counter the effects of budget cuts and sequestration. Showcased Wing capabilities to Congressional delegations, CEOs, high-level Defense leadership, and military brass, to ensure continued political and budgetary support. Oversaw transfer of a second airbase to the Wing. Conducted high-level negotiations between Air Force Major Commands, and ensured smooth transition in personnel, contracts, processes, and environmental issues. Took command of the additional airbase with minimal fuss, and started expanded operations.

Directed flight test operations for a Group of 600 personnel comprising 13 squadrons, six operating locations, and multiple types of prototype aircraft. Executed an $84M annual budget. Managed the test pilot, test engineer, and maintenance workforce, including the selection and appointment of Squadron Commanders. Conducted operational risk and safety reviews of all test programs to ensure missions were accomplished safely, which led to a perfect record of zero mishaps. Provided primary oversight of the Test Range scheduling process to ensure the Group's many disparate customers were able to accomplish their missions efficiently. Received the highest possible rating (Outstanding) on an Air Force Materiel Command unit performance evaluation.

Raf High Wycombe, Uk

Oversaw daily 24/7 operations, protecting UK airspace from terrorist threats and military incursions. Directed over 50 fighter intercepts of Russian strategic bombers attempting to penetrate UK airspace--the largest increase in such activity since the Cold War. Orchestrated the response to over 150 air incidents involving potential terrorist threats to the UK from civilian and commercial aircraft. Interfaced with other NATO and French Air Operation Centers to provide seamless real-time coverage for Northern Europe. Planned and led quarterly Wycombe Warrior exercises, the largest combined air, naval, ground, and special forces training in all of Europe. Deployed to Kabul, Afghanistan during 2007 and 2008, as the Director Air Liaison Element Plans and Projects for the International Security Assistance Force (ISAF).

Orchestrated multiple developmental, experimental, and operational flight test programs on the F-117. Served as interface between the F-117 System Program Office, Lockheed, the 49th Fighter Wing, and various AF and National Labs.
