Established and operated an internet business promoting and selling health products. This involved incorporation, setting up merchant accounts, designing and building several E-commerce enabled web sites, and designing and integrating a back-office system for completely automated sales and banking transactions, as well as automated shipping of products from the fulfillment center to customers.

Provided supervision of senior staff for a seven-year 400 million dollar program for the State of New Jersey. Provided general relief to the General Manager by overseeing major contract deliverables and reporting. Deliverables included the construction of 45 new motor vehicle inspection lanes across the State of New Jersey, the development, beta-testing, delivery and installation of a state-of-the-art fully computerized and networked motor vehicle inspection system, as well as a $3 million public relations campaign on TV, radio and newspaper media. Oversaw the planning, development, hiring and training of an over 1,100 person organization, including nearly 100 headquarters staff and over 1,000 inspection station personnel for the annual inspection of 2.5 million motor vehicles. Provided analysis and recommended actions for the resolution of major operational and organizational issues. Conducted fire-fighting to prevent other matters from escalating into major issues. Periodically briefed State officials and senior corporate management. Acted as General Manager when General Manager was out-of-town or unavailable.Managed a 6 year program for environmental training and pollution prevention for the U.S. Air Force (one of Parsons’ most important clients). Took over the management of this contract under difficult circumstances: the previous two project managers having been fired by the client within the first three months of the contract. Brought project expenditures under control, increased productivity, and elevated client confidence. The client extended the contract for 5 years. The work included the creation of a sophisticated interactive multimedia course on the implementation of the National Environmental Policy Act (NEPA) which has won praise at all levels of the Air Force and the President’s Council on Environmental Quality. The course made extensive use of photography, movies, animation, narration, graphics, text, illustrations, music, and sound-effects.

Researched and wrote screenplays for technical and educational films. Story edited screenplays for several other writers. Emphasis was on effective communication to varied key audiences via the film medium. Subjects ranged from technical topics such as radiation to general topics such as drugs and education.

Prepared congressional testimony and materials to communicate the Administration's position on Acid Precipitation to U.S. Congress and the public. Provided policy analysis and recommendations to Chairman of Task Force.- Managed the development of Federal permitting regulations for hazardous waste disposal facilities and related guidance documents. This covered facility design and construction, operating procedures, performance monitoring, and closure of landfills, surface impoundments, waste piles and land treatment facilities. Managed the examination of past hazardous waste land disposal policies against current scientific findings, available control technologies, economic impacts, the RCRA mandate, and Congressional and public concerns on the hazardous waste issue. Directed the preparation of all materials required for agency rulemaking, including the Regulatory Analysis, Environmental Impact Statement, Briefing Memorandum, Preamble, and text of the regulations.-Directed the coordination of Federal noise programs, promotion of aviation noise control, and the development and demonstration of noise control technology, including a quiet heavy-duty truck program.
