Refinery Restart Project, Limetree Bay RefineryProject to partially restart the Limetree Bay Refinery (formerly Hovensa, HESS Oil Co.) for a 5-year run on the Coker Unit. The Hovensa Refinery was shut down in February 2012.Provided engineering technical support to the Mechanical Integrity Program. The Mechanical Integrity Program provided damage mechanism reviews, corrosion control documents, integrity operating windows, inspection test plans, priority inspection locations, susceptible area locations, and assigned corrosion monitoring locations to piping circuits and equipment for each operating unit. Primary Responsibilities: Coordinated access to legacy Hovensa equipment and piping data. Coordinated work on retirement thickness tables for equipment and migrating data to Limetree Bay’s PCMS inspection management software. Provided engineering support for equipment inspections and minimum thickness evaluations.

VIII Div. 2 vessels:  RHU D-302 Reactor Nozzle Repairs RHU D-401 Reactor Inlet Pipe Spool RHU 525-FA/FB Inlet Nozzle ModificationsPressure Vessel Documentation, Ongoing Maintenance Support:Provided engineering support for Pressure Vessel Documentation (PVD) folder updates in Open Text, PCMS inspection database, discard tables, and inspection drawings. Provided minimum thickness evaluations for items flagged as below retirement limits by the PVD Project. Also provided work instructions for generating equipment folders for the approximately 800 vessels and exchangers at the Bay Plant, formerly the Texas Refining Division.Pressure Vessel Documentation Project, Phase 2:The project compiled equipment folder documents for approximately 3000 existing pressure vessels and heat exchangers following TCR Specification GBR-ENG-P12 and project specific work instructions. S&B Engineers was the engineering contractor. The Jacobs Fixed Equipment Engineering Group provided quality assurance reviews at 2 stages in the work process, and final acceptance of folders. I acted as MGBR’s technical representatives for the duration of the project.

Seconded to the BP Texas City Refinery Asset Integrity Group / Inspection DepartmentProcess Safety Management Evaluations for Equipment Designed to Out of Date Codes or Standards (Refinery Technology Protocol):Performed a mechanical survey of on-site pressure equipment, tanks, furnace coils, and piping built before 1992 to check for design gaps due to changes in codes and industry standards. Provided PSM evaluations and a list of gaps found for 8 operating units, in parallel with each unit’s 5-year HAZOP Review. The project also provided minimum design metal temperature, MDMT, evaluations for 1220 equipment items.Undocumented Pressure Vessel Replacement Project:The Asset Integrity Group identified 42 undocumented vessels and the Jacobs Fixed Equipment Engineering Group started providing detail design and construction packages for replacements. This initiative evolved into a REVEX expense project. Select, define, and execute stage FEL deliverables were developed and the project was ultimately funded for $2.1 million. Fixed Equipment Engineering Support for Inspection:Provided minimum thickness evaluations for pressure equipment items; vessel repair, rerate, and alteration packages for turnarounds. Notable Projects: RHU X07-F and X08-F HT and MT Flash Drum Replacements, equipment cost $1.575 million  Permanent Chemical Outdoor Storage Pad.
