I co-funded the organization PM4DEV to fill a gap I believe is very important. Most development organizations, NGOs and public institutions trusted with resources to implement projects do not have the methodologies and best practices of project management that are widely used in the commercial sector. I believe there is an opportunity to improve development projects, reduce their exposure to risks, increase their efficiency, and above all increase the impact they make in the communities they work for.With PM4DEV I had the incredible opportunity to meet people from many countries, I have traveled extensively and I found that there is a strong need to build skills in project management. To this date I have trained close to 1,200 people who have taken my onsite and online courses. You can read some of the most recent feedback in our websiteI am responsible for the development of training materials, including the coordination for the development of content for on-site and online courses I am the lead author of the following books and courses: Fundamentals of Project Management; Effective Project Management; Project Design, Monitoring and Evaluation; Project Information Management Systems; and Adaptive Project Management.I had the opportunity to work as a consultant and trainer for many leading international development organizations including Save the Children, International Federation of Red Cross and Red Crescent Societies, NetHope, UNDP, FAO, PAHO, and the Inter American Development Bank (IADB).

Development and co-author of the online course Project Management for Results (PM4R). This project delivered a project management guide in three languages, an online course for project teams in Latin-america and the Caribbean, training workshops of operational analysts at the IADB offices and development of the PM4R portal. To date, close to 4000 participants have completed the course from 14 countries. www.pm4r.org

Responsible for managing projects of varying complexity and size at a senior or executive leadership levels, I have ensured that all resources required to support the projects were identified and tracked to achieve cost, schedule, and performance requirements. I have also planned and managed highly technical project work and technical personnel through all phases of a project ensuring that their efforts were properly leveled across the project; and that, all the functional and technical components are seamlessly integrated into one coordinated effort. My key responsibilities have also included that project deliverables are in alignment with the project and organizational goals and objectives; meeting quality standards; and, contemplating appropriate risk mitigation plans.

 Program management support to the Financial Management program and the OCiCi Program at CARE. This work included the development of plans and strategies for communication, risk management and implementation. With the OCiCi Program and am currently supporting the project management office and technology solutions for business processes which include the PAR system. Root cause analysis and development of solutions to address the five major risk areas and issues behind financial management at CARE as part of the Financial Management Program Management of an ICT capacity building program for IT managers from 30 country offices. Development of distant learning architectures to support CARE’s elearning efforts (www.careacademy.org). Design and development of processes and system to support CARE’s Security Unit. Project management support for the selection of a new recruitment system for HR. Development and implementation of project management methodologies for IT projects and IT processes for managing customer relations, project portfolio management and program management. Development of the Project Monitoring and Evaluation Information System guidelines (DME-IS), a set of processes and methodologies to plan and manage a project information system to facilitates the decision making process in CARE’s development projects. ICT advisor to the ECB project (www.ecbproject.org), involving 7 leading international development agencies jointly creating strategies and pilot projects to use ICT during emergency operations. NetHope Project Committee Chair and Vice Chair, development of the first project portfolio framework, portfolio analysis and reports to NetHope’s Board.

Lead the effort for the worldwide rollout of a new Financial Information System, a $6.3 million USD - project consisting on the implementation of a multi-language, multi-currency financial system (Scala). This effort included the creation and management of project plans and resources, coordination of the implementation in 38 country offices and CARE’s headquarters; management of relationships with country office staff; contract and vendor management; and the supervision of all the consultants for the project; ensuring at all times the efficient and effective delivery of the project objectives. I provided training in the use of the system to office staff in 20 countries.

Manager of the Department of Information Technology. Responsible for the preparation and implementation of IT strategies to support field operations. A key accomplishment was the development of a project information system to support the operations and information management efforts of development projects .The system was implemented in the areas of health, natural resources, education, economic development, water and sanitation. Lead the development of IT policies, operating procedures, and standards for the use of information technology including plans for the implementation and support of technology for the entire organization.
