Born in Mozambique where he finished high school in 1974, he lived in London from then on while studying Civil Engineering at UCL University College London until 1978. He graduated in Business Administration in Lisbon from ISE, University of Lisbon`s Faculty of Economics, in 1983, and worked for the Research and Studies Department of IIE Foreign Investment Institute. In 1987, after attending an MBA from New University of Lisbon, he became project manager of FII`s US Desk, a first governmental effort at attracting FDI from a selected market. He was based in Lisbon, Portugal, until 1990 where he developed his career in management (his first appointment as board member of Registrade, SARL in 1989) and consulting (namely for the United Nations Development Program UNDP).Lived in South East Asia (Macau) during the nineties first as Chief of Cabinet for Economy and Finance of the last government under portuguese administration and later as President of SPIC, Sociedade do Parque Industrial da Concordia, as well as other non-executive board member positions. While working for the government of Macau, as Chief of Cabinet with responsibilities for Economic and Financial Affairs, he coordinated the preparation of many projects, as Chairman of the Working Committee for the Cooperation Agreement between EU and Macau.Back in Portugal after 2001 he was an executive board member of IPE Internacional, SA, API Parques, SA as well as other executive and non-executive board member assignments (INCM Imprensa Nacional Casa da Moeda, Multicert, Cabelt and others. He became involved in private equity and venture capital, while also lectured in the faculty of economics of Lisbon`s Technical University and occasionally accepted consulting assignments. His involvement with venture capital and private equity investments has led to the creation and management of a number of funds and projects. First as board member of API Capital, a vc co managing 175 M € in 5 funds, then in setting up funds, including overseas. More recently he has been involved with PO Algarve 21 in running EC funds for the Algarve region, with responsibility for large projects and venture capital and managing Promar and Mar2020. Until late 2020 he was Deputy Secretary-General of Forum Macau, in representation of the 8 Portuguese Speaking Countries for which he is developing an enterpreneurial association in GBA/China
