About Rodrigo Vielmo Moura

Rodrigo Vielmo Moura, Architect and Urbanist and Master in Spatial Planning and Urban Project. I am currently pursuing the 2nd year of a PhD in Urban Planning, Design, and Policy at the Polytechnic University of Milan. Shortly, the doctoral thesis is funded by the Agenzia per la Coesione Territoriale, Italy, and aligns with the National Strategy for Inner Areas (SNAI). It addresses the Inner Area of Alto Lago di Como e Valli del Lario and topics such as fragile territories, integrated territorial development, multilevel governance, and place-based projects. My professional and academic careers are interconnected. In addition to my academic research occupation, I bring years of experience with architectural and urban planning projects.I emphasise the university's differential for practical learning, allowing a better understanding of how the profession works when theory and practice are really combined. This aspect assisted the process of creation, design, detailing, and execution. During my bachelor's degree, I was awarded the Honourable Mention "Best Degree Final Project", granted by the Institute of Architects of Brazil (IAB/RS). The experience acquired working for almost four years in architecture offices is essential to be outlined. I had early contact with technical drawings and plans (2D/3D), post-production and visualisation software, maximising the creative process and time management aspect.As part of the Master's, I have been dedicating more and more to maintaining the academic performance achieved in the Architecture and Urbanism course. Consequently, I obtained relevant grades, being later awarded as one of the best international Master's students in all courses at the Faculty of Engineering of the University of Porto. Moreover, I developed my dissertation in the second year along with the Municipal Division of Public Space Requalification (Department of Urbanism), Municipality of Porto, Portugal. The project has been aligned with public space activation initiatives (street experiments), cities for people, accessibility and urban design. In brief, I was in charge of understanding, analysing and evaluating the impacts in different sectors of the municipal measure "Temporary Pedestrian Zones of Porto".After concluding the academic-business environment period, I have worked at the United Nations Headquarters in New York, specifically in the Planning, Design and Construction Section. In 2021, I was directly involved in the "Circuito Urbano", organized by the UN-Habitat Brazil, as a panellist and moderator of three events.

    The research activities are supervised by Professor Valeria Fedeli.PRIN - Research Project of National RelevanceThe project focuses on the impressive spatial “scramble” generated after 2020 by the COVID-19 pandemic, looking at this latter as one of a long series of crises challenging the established spatial organisation of the contemporary world. While the debate focuses on trying to understand if (and how) the world will generally be plastic or elastic to COVID-19, this research project focuses specifically on the “re-negotiation of space” generated by the pandemic and its potential towards the transition. COVID-19 has worked as an accelerator, disrupting several entrenched socio-economic mechanisms and dynamics. The project moves from the hypothesis that as well as significant changes have been generated in the production-organisation-fruition of space. This is producing what we provisionally define as processes of re-negotiation of space, which could also significantly impact the production of the urban, undermining its role in connection to key and consolidated economic functions of the XX-century city. The project questions whether these changes have the potential for a permanent restructuring of spatial practices and imaginaries, providing the ground for more just and sustainable spatial fixes. Moreover, it aims to investigate if recovery policies promoted by public actors will be able to support a less space-blind, more space-sensitive transition. Finally, the project aims to contribute to planning theory and practices by investigating if and how spatial planning can find a new role and perspective in dealing with the post-pandemic perspective. Building upon the so-called Spatial turn of social sciences, it will explore the potential of transition theory in developing a nonlinear, multilevel, coevolutionary understanding of the role of space in transitions as well as in providing a critical contribution to the governance of transition.
