Roeland is a lawyer practising Belgian public and administrative law.He is currently an inhouse legal counsel at the Parliament of the Brussels Capital Region and mostly practises constitutional law, administrative law, public procurement law, contract law and civil service law. His main duties in this position involve- providing non-partisan legal advice on a broad range of parliamentary, constitutional and corporate legal issues to the Parliament, the management and employees of the Parliament;- managing the representation of the Parliament in legal proceedings before the Belgian courts;- assisting the legislative committees of the Parliament with its legislative work;- monitoring relevant new Belgian and EU legislation, case-law and technical progress;- handling questions, complaints and requests for access to documents from citizens and public authorities;- organising internal seminars, workshops and training (e.g. on public procurement procedures, parliamentary procedure).His academic research and publishing mainly concerns the division of competences in the Belgian state structure, the legislative process and drafting of laws, environmental law, fundamental rights and the right of access to administrative documents.
