Roger L Hoyum is an executive with 35 years of experience in operations, engineering, and project management. His career began at LTV Steel Mining Company as an electrical engineer and maintenance supervisor, where he later transferred to Cleveland Cliffs Inc. as an automation engineer responsible for large-scale integrated projects justified through personnel reallocation and energy reduction. Successes included development, engineering, and startup of the first large-scale truck and train dispatching system, and several systems integration and information management projects at six processing facilities in the US and Canada.In 1993 Roger accepted an engineering position with Minnesota Power where he was responsible for major capital improvement projects. He was promoted to Unit Manager in 1998 and was responsible for financial and operations performance of two 75 MW central station coal-fired electric generating units. He was promoted again in early 2000 to lead a co-generation facility acquisition team responsible for due diligence, purchase closing, and integration of the new plant into Minnesota Power, followed by engineering, construction, and startup of a gas plant expansion at the same location. Later, the project grew into development position for a 225 MW power plant proposed by a consortium formed by Blandin Paper and Minnesota Power. Roger was later assigned to leadership roles in environmental planning, emerging technologies development, and enterprise management systems implementation. In 2003, Roger left Minnesota Power and founded JDI Contracts Inc., a management and technical consulting firm. JDI offers professional management, engineering, and technical support from a robust background in operations, strategic planning, project management and engineering. Sep 2007 - Dec 2009Grand Rapids, Mn, UsRoger was assigned as Construction Manager for a $275 million owner-funded development project for Great River Energy’s Coal Creek Station, located about 50 miles north of Bismarck, North Dakota.The project is called DryFiningTM and is the first of its kind – a commercial coal drying system that refines 100% of the lignite coal utilized at the Coal Creek facility. The overall benefits of Dryfining include increased energy value of the coal, a more efficient combustion process, increased overall plant efficiency, and a significant reduction in nearly all emissions. The project was completed in December 2009, within expected schedule and budget constraints. Using HART, Foundation Fieldbus, wireless, and CHARMS development technology, JDI developed a new plant implementation methodology and a broad suite of estimating tools to compare engineering, construction, startup, and overhead costs for several different implementation approaches. Projects included technology estimates for a 6,000 point Greenfield hydrotreater capital project, several central station coal-fired power plants, emissions control systems, simple and combined cycle gas turbine facilities, and a variety of support systems. Smart Plant study projections showed significant savings of up to 36% in automation and installation costs when compared with a completely wired HART solution.
