Member embassy management committee and committees for safety/security as well as contract review. Oversight of program support unit with 100 staff including recruitment of its director. Competitive selection processes for firms and professional staff. Evaluated project proposals. Networked and represented Canada with partners: World Bank, IADB, IMF, USA, EU, France, Brazil, Spain as well as Haitian Min of Finance. Field lead for emergency humanitarian assistance (post-earthquake, hurricane, election violence, cholera outbreak). Official OAS elections observer for 2 rounds of national elections.

Small satellite office with two Canadians and two locally engaged staff, assisted by a program support unit with a director and 10 staff. Supervised and mentored directors of two projects co-funded by Canada and UK. Represented Canada at donor fora on: public finance management, water & sanitation, and gender equality. Closed diplomatic office in Malawi, designed and implanted new management structure. Negotiated phase-out of arrangement with UK government, and phase-in of new agreements (UNICEF & Germany). Provided analysis & reporting on political, economic/trade, development, humanitarian & food security issues.

Managed portfolio of projects in governance (supports to the Malawian parliament, to the executive on policy process, and in gender equity), in water & sanitation, and acted as lead on humanitarian assistance and food aid. Initiated and managed an innovative collaboration for a multi-country food aid response to a regional drought with pockets of famine. Was Acting program manager through two fiscal year ends, bringing the ~$18M program in on budget. Handled recruitment for Head of Aid position.

Lead Governance officer for Ghana Bilateral program during its rapid ramp-up from a modest centralized program to a $200M/year country of concentration program, transitioning to program based approaches and sector wide support. Responsible for program's Governance strategy for this transition. Managed projects to support the policy process in the Office of the President of Ghana, and to support Ghana's parliament to function more effectively. Organized visit to Canada by delegation of senior Ghanaian officials.
