Following these protocols helped to identify elements of projection procedures that needed to be changed to ensure safe projections. These processes also identified fundamental design issues that were reviewed and revised as needed. • Generated operations training plans and approved all training procedures. Examples of training plans that were managed and delivered included telescope and sensor procedures for individual operator certification. Train and certify site operational personnel on sensor and telescope operating procedures. • Ensured that operations, maintenance, and training documentation were accurate and conformed to site approved standards. • Responsible for the compilation and management of all contract documentation deliverables.

Supervised and trained personnel and managed daily telescope operations. Telescope operations included .8-meter, 1.2-meter, 1.6 meter, and 3.6-meter telescopes. Operations ranged from terminator periods to 24-hour operational periods. Assigned employees to programs and directed activities. Provided Quality/Mission Assurance oversight during operational acceptance of new systems to ensure that system/subsystem requirements were met. I provided Quality Assurance approval for observatory laser safety systems during critical design, integration, and testing of elements to a new laser test bed. Completed employee and performance evaluations, supported education, training, and career development. Reduced operating costs by implementing Air Force and Boeing Lean processes. One area where costs were reduced was in employee wages. The operations schedule at the time included fixed overtime as well as automatic replacement when an employee called in sick or took time off. By changing this process, we reduced operational budgets by several hundred thousand dollars. Supported campaigns for the LYOT Coronograph experiment, Near Earth Asteroid Tracking experiment, Missile Defense Agency, Space Situational Awareness (SSA) and intel communities. Directed multi mount laser ranging experiments of visible and infrared LADAR systems. Coordinated laser testing with Laser Clearinghouse and FAA. Provided manager oversight to the operational crews taking data for each of the projects. Helped to refine the processes for each of the customers to ensure that they got the data they needed based on mission or experiment parameters. When needed I would step in to take data for experiments to support crew rotation. Reviewed and approved data collection procedures to ensure data collections meet experiment objectives and comply with the appropriate security guidelines. Supported the technical staff and Air Force with feasibility analyses to evaluate the suitability of proposed experiments.

Supervise the Safety, Health, and Environmental (SHEA), Configuration Management and Quality Assurance personnel. There are 6 people in this group. Manage site safety for day to day operations at the observatory. The site is located at 10,000 feet on top of Haleakala Mountain.Maintain a healthy medical surveillance program for employees at the site per OSHA and Air Force OSHA (AFOSH) regulations.Coordinate and oversee site specific safety programs and training for personnel including fall protection, respiratory protection, Lock Out Tag Out, CPR/First Aid, ACM intact removal, hazcom awareness, and hazardous material and waste.Provide management support to the site laser safety program as an alternate laser safety officer. Assist with design, integration, qualification, and testing of lasers and associated safety systems.Conduct internal safety, health, environmental, quality and configuration management inspections called out in the statement of work. Support Air Force and Boeing corporate inspections and respond to findings. Inspections are based on AFOSH and OSHA and include Boeing specific requirements.Support hazardous waste and material operations at the site. Review and approve all procurements and requests for chemical use. Identify, handle, and dispose of chemical waste per AFOSH, OSHA, and EPA regulations.

Supported engineering staff and visiting experimenters with experiment setup, testing, troubleshooting and operation. Assisted in the removal and packaging of telescope optics (1.6 & 1.2 meter) for test and recoat. Performed Preventive maintenance on support equipment and monitored and repaired telescope hydraulic systems. Assisted with the installation, removal, and repair of telescope sensor packages. Supported the refurbishment of telescope systems at Diego Garcia.
