Observatory Operations ManagerBoeing Feb 2005 - Sep 2009Arlington, Va, UsSupervised and trained personnel and managed daily telescope operations. Telescope operations included .8-meter, 1.2-meter, 1.6 meter, and 3.6-meter telescopes. Operations ranged from terminator periods to 24-hour operational periods. Assigned employees to programs and directed activities. Provided Quality/Mission Assurance oversight during operational acceptance of new systems to ensure that system/subsystem requirements were met. I provided Quality Assurance approval for observatory laser safety systems during critical design, integration, and testing of elements to a new laser test bed. Completed employee and performance evaluations, supported education, training, and career development. Reduced operating costs by implementing Air Force and Boeing Lean processes. One area where costs were reduced was in employee wages. The operations schedule at the time included fixed overtime as well as automatic replacement when an employee called in sick or took time off. By changing this process, we reduced operational budgets by several hundred thousand dollars. Supported campaigns for the LYOT Coronograph experiment, Near Earth Asteroid Tracking experiment, Missile Defense Agency, Space Situational Awareness (SSA) and intel communities. Directed multi mount laser ranging experiments of visible and infrared LADAR systems. Coordinated laser testing with Laser Clearinghouse and FAA. Provided manager oversight to the operational crews taking data for each of the projects. Helped to refine the processes for each of the customers to ensure that they got the data they needed based on mission or experiment parameters. When needed I would step in to take data for experiments to support crew rotation. Reviewed and approved data collection procedures to ensure data collections meet experiment objectives and comply with the appropriate security guidelines. Supported the technical staff and Air Force with feasibility analyses to evaluate the suitability of proposed experiments. -
